West Virginia assistance programs
West Virginia keeps most of its safety net inside one department: the Department of Human Services' Bureau for Family Assistance decides WV WORKS cash, LIEAP energy help and child care subsidies, and its own county offices, not local nonprofits, rule on every energy application. The rest is split among single-purpose bodies: the West Virginia Housing Development Fund for homebuyers, the Jobs Investment Trust and Economic Development Authority for business capital, and the College Foundation of West Virginia for state student grants.
Most family help starts at WV PATH or a county DoHS office: WV WORKS, Regular LIEAP and child support services can all be applied for online there. Two exceptions catch people out. Emergency LIEAP is taken only in person at a DoHS office (or by home visit), and child care assistance is decided by six Child Care Resource and Referral agencies after a face-to-face interview. LIEAP windows are short: in FY 2026 Regular LIEAP opened February 2 and closed February 9 because funds ran out, so watch for the FY 2027 announcement. Free WV Universal Pre-K, for every child who turns 4 before July 1, is separate and enrolled through your county board of education.
West Virginia has no statewide homebuyer grant and no state grant for opening a business. WVHDF's Low Down Home Loan is a 2% loan you repay; forgivable down payment help comes only from local HOME programs in Charleston, Huntington and Wheeling, compared in the West Virginia homebuyer guide. For businesses, the $72.1 million SSBCI allocation runs as WVCAP loans, collateral support and seed equity, and the only state grants that pay a business directly are STEP export reimbursements and the SBIR/STTR match (small business guide).
For school and training, one FAFSA filed by April 15 is the application for the West Virginia Higher Education Grant, and CFWV allows no appeal of that deadline. WV Invests and the Future Workforce Grant add a short state application in your WVSAM account, and WIOA training accounts come through WorkForce West Virginia's seven regional boards. The student grants guide explains how they stack.
