South Dakota assistance programs

Written by Editorial team Checked against 8 South Dakota agencies Last reviewed How we review

South Dakota runs most of its assistance from Pierre rather than through local agencies. One Department of Social Services (DSS) office decides every heating assistance application in the state, child care subsidies are approved centrally with no waiting list, and South Dakota Housing is the only statewide source of down payment help. Where money is thin, the guides say so: the state has no general startup grant and funds no state pre-K.

DSS is the front door for three of the six categories, but each one applies differently. Child Care Assistance and SNAP can be applied for online through the SD BEES Customer Portal; TANF still requires the paper Form DSS-EA-301, taken to a local DSS office; and energy help goes to the Office of Energy Assistance in Pierre by online form, email or mail. Native American households in 13 reservation-area counties apply to their tribe's LIEAP program instead, as the South Dakota energy guide explains.

Other help runs through partners. SD Housing does not lend directly, so its Fixed Rate Plus and Give Me Five loans start with a participating lender (homebuyer guide). Weatherization and furnace repair are done by four community action agencies, each covering fixed counties. The Need-Based Grant and Freedom Scholarship are awarded by colleges from the FAFSA, and Build Dakota by the four technical colleges.

The Department of Labor and Regulation (DLR) ties several categories together: its Job Service offices run the TANF work program, WIOA training vouchers worth up to $6,000 and the Incumbent Worker Training grants for employers. For business owners, the South Dakota small business guide covers SD Works, the REDI Fund and Proof of Concept awards from the Governor's Office of Economic Development.
