Mississippi assistance programs
In Mississippi, three of the six kinds of help covered here sit under one agency: the Mississippi Department of Human Services (MDHS) runs TANF cash help, the Child Care Payment Program and LIHEAP energy assistance. Down payment help comes from Mississippi Home Corporation (MHC), college and trade-school grants from the Mississippi Office of Student Financial Aid, and small business money from the Mississippi Development Authority (MDA), almost all of it as loans rather than grants.
One agency does not mean one front door. TANF is decided by MDHS county offices, and LIHEAP is paid through 17 community action agencies covering all 82 counties, but both start with an online application on Access MS, the state's common web portal. Child care is different: the Child Care Payment Program is run centrally from one MDHS office in Jackson, and since April 1, 2025 only six priority groups can apply at any time, while other families join a waitlist and wait for an emailed invitation. The Mississippi child care guide explains who is exempt and how the free Early Learning Collaborative pre-K run by the Mississippi Department of Education fits in.
Homebuyer help goes through MHC participating lenders, not a state office. Easy8 ($8,000 at 0%), Trusty10 ($10,000 at 2% over 15 years) and Smart7 ($7,000 at 0%) are second mortgages; only Home4All, worth up to $25,000 for buyers at or below 80% of area median income, works as a grant, and it is recaptured if you sell or move out during the affordability period. The Mississippi homebuyer guide compares them. The state has no general startup grant either: its $86,078,447 State Small Business Credit Initiative share reaches owners as CDFI loans, loan guarantees of up to 80% and InvestMS equity, as the small business guide sets out.
Students apply for state aid on the Mississippi Aid Application (MAAPP) as well as the FAFSA. For 2026-27 the HELP Grant covers full public tuition for recent graduates with a 20 ACT and parents' income of $42,500 or less, and the new UPSKILL grant pays for adults 24 and older in approved community college trade programs. Adults who want short job training can also apply for WIOA money at a WIN Job Center run by the Mississippi Department of Employment Security (MDES). The student and vocational guide covers both routes.
