Minnesota assistance programs

Written by Editorial team Checked against 7 Minnesota agencies Last reviewed How we review

Minnesota splits the programs on this site among six state agencies, and much of the help that sounds like a grant arrives in another form: Minnesota Housing's down payment help is a 0% loan, DEED's own startup guide calls the no-strings business grant a myth, and the cash and child care programs written by the Department of Children, Youth, and Families (DCYF) are decided case by case in county and Tribal Nation human services offices.

The state agency writes the rules; someone local usually takes your application. MFIP cash assistance and the Child Care Assistance Program (CCAP) go through your county or Tribal Nation, the Energy Assistance Program through 28 local providers (community action agencies, tribal governments and one county office), Start Up mortgages and down payment loans through participating lenders, the State Grant and North Star Promise through your college's financial aid office, WIOA training through CareerForce, and Voluntary Prekindergarten through your school district.

Several rules changed in 2026. The Diversionary Work Program was repealed on March 1, so eligible families now go straight onto MFIP (Minnesota cash assistance guide). The Office of Higher Education is rationing the 2026-27 State Grant by raising each student's share to 54.5% (student grants guide). Launch Minnesota's innovation grants ended after fiscal 2025, and CCAP copayments can reach about 14% of income until a state law lowers the scale on October 9, 2028 (child care guide).

Money that is forgiven or never repaid does exist, but it is narrow: the First-Generation Homebuyers Community Down Payment Assistance Fund (up to $32,000, forgiven over five years) was taking applications on October 20, 2026 (homebuyer guide), PROMISE Act grants of $10,000 to $50,000 cover only designated areas (small business guide), and EAP heating grants of $200 to $1,400 are paid straight to your utility or fuel dealer (energy guide). One application at MNbenefits.mn.gov covers MFIP, food and child care together.
