South Carolina assistance programs

In South Carolina, one department carries much of the load: the Department of Social Services (DSS) decides TANF cash help through its county offices and runs the SC Child Care Scholarship Program centrally from Columbia, and both are applied for on the same DSS Benefits Portal. Housing help comes from a single statewide agency, SC Housing, while energy help, business money and college grants are split among a dozen other bodies.

Several programs never take applications at a state office. LIHEAP rules are set by the Office of Economic Opportunity, but you apply with one of 13 Community Action Agencies that together cover all 46 counties. SC Housing's down payment loans start with a participating lender, and WIOA training funds come through SC Works Centers in 12 local workforce areas.

Two programs changed sharply in 2026. SC Housing stopped taking Mortgage Credit Certificate reservations on June 30, 2026, and the 2026 Palmetto Heroes round sold out in April; the South Carolina homebuyer guide covers what is still open. On October 1, 2026, DSS opened a wait list for the Working Families Child Care Scholarship, which has taken new applications only from protected categories since December 1, 2025; the child care guide explains how the list works and how to get free full-day 4K instead.

South Carolina has no state grant for opening an ordinary business: its $101.3 million SSBCI share goes to bank loan participations and venture equity, and the cash grants that exist are limited to technology startups (see the small business guide). College aid follows the type of school: the SC Need-Based Grant at public colleges, SC Tuition Grants at 21 private nonprofit colleges and SC WINS at technical colleges, all starting from the FAFSA.
