Iowa assistance programs

Written by Editorial team Checked against 8 Iowa agencies Last reviewed How we review

Iowa puts three of the six programs covered here under a single department: Iowa Health and Human Services (HHS) runs Family Investment Program (FIP) cash assistance, Child Care Assistance and LIHEAP. Homebuyer and small business help come from two parts of the Iowa Economic Development & Finance Authority, the Iowa Finance Authority (IFA) and the Iowa Economic Development Authority (IEDA). College grant rules are set by the Iowa Department of Education's Bureau of Iowa College Aid, and the colleges themselves pick who gets the money.

Who takes your application depends on the program. Child care subsidies are decided by one Centralized CCA Eligibility Unit in Des Moines, not by county caseworkers. LIHEAP, crisis help (ECIP) and weatherization go through 16 community action agencies, and IFA's mortgages, grants and 2nd Loans go only through IFA participating lenders, because IFA does not lend directly. FIP parents work with PROMISE JOBS, which Iowa Workforce Development delivers for HHS. WIOA training vouchers come from IowaWORKS centers, and free preschool for 4-year-olds is a school district program.

Much of Iowa's help is a loan, not a grant. IFA's 2nd Loan covers up to 5% of the price at 0% and is repaid when you sell or refinance. For reservations made from Nov. 2, 2026, it is capped at $15,000 and the $2,500 FirstHome Plus grant ends, as the Iowa homebuyer guide explains. Business owners face the same pattern. Iowa has no general startup grant: its $96.1 million SSBCI allocation goes to collateral support, tech-startup loans and a venture fund, and the real grants are narrow ones such as Manufacturing 4.0 equipment grants of up to $75,000. The small business guide lists them.

One application on the Iowa HHS Benefits Portal covers FIP and SNAP. Child care has its own Child Care Client Portal, and LIHEAP has its own online application, LEWIS, open to adults 60 and older, people with disabilities and households in crisis from October 1, and to everyone else from November 1. For college, the FAFSA is the only application for the Iowa Tuition Grant, Kibbie Grant and Last-Dollar Scholarship. Iowa has no state alternative, so students who cannot file it should read the student grants guide.
