Illinois assistance programs
In Illinois, the help covered on this site is split among five state bodies, and one moved in 2026: on July 1 the Illinois Department of Early Childhood (IDEC) took over child care assistance from the Department of Human Services (IDHS), which keeps TANF cash. The Department of Commerce and Economic Opportunity (DCEO) handles energy help, small business capital and job training, while the Illinois Housing Development Authority (IHDA) and the Illinois Student Assistance Commission (ISAC) run homebuyer and college aid.
Most applications go to a local partner, not a state office. IHDAccess down payment loans come only through IHDA-approved lenders, LIHEAP through 32 local administering agencies (most of them community action agencies), CCAP through 16 Child Care Resource and Referral agencies, and WIOA training accounts through Illinois workNet Centers. TANF is the exception: IDHS caseworkers at Family Community Resource Centers decide it directly.
Several Illinois rules are unusually generous. TANF counts no assets at all, LIHEAP customers of Ameren Illinois, ComEd, Nicor Gas, North Shore Gas and Peoples Gas qualify at up to 300% of poverty and are enrolled in a monthly utility discount, and Preschool for All may not charge families any fee. Money is the constraint: IHDA marked all four IHDAccess programs "limited funds remain" on Oct. 20, 2026, and 2026-27 MAP applicants who filed after April 23, 2026 went to a waiting list. See the Illinois student grants guide.
Chicago and Cook County add their own programs. The city's HomeGrown grant pays up to $70,000 but cannot be combined with an IHDA loan, so the Illinois homebuyer guide compares them. For cash, SNAP and medical benefits, one application through ABE (Application for Benefits Eligibility) covers all three; the ABE Help Line is 1-800-843-6154.
