Virginia assistance programs
In Virginia, the local department of social services in each city and county is the front door for family assistance, but two state agencies write the rules behind it: the Virginia Department of Social Services (VDSS) for TANF and the Energy Assistance Program, and the Virginia Department of Education (VDOE), which took over the Child Care Subsidy Program in 2021. Housing, business and college money takes separate routes: Virginia Housing-approved lenders, banks working with the Virginia Small Business Financing Authority, and each college's financial aid office, which sets its own state grant awards.
Where you live inside Virginia changes the numbers. TANF pays a parent with two children at most $482 a month in a Group II locality and $587 in Group III localities such as Fairfax, Arlington and Alexandria, with no asset test but a 24-month VIEW clock (TANF guide). Child care uses its own locality groups for families with only school-age children, and each locality keeps its own waitlist; 12,144 children were waiting statewide in December 2025 (child care guide). Energy Assistance runs on fixed seasonal windows rather than year-round: Fuel Assistance takes applications only from October 13 to November 13, 2026, Crisis Assistance from November 1, and Cooling Assistance from June 15 to August 15 (energy guide).
Virginia Housing offers two true grants, the Down Payment Assistance Grant and the Closing Cost Assistance Grant, but you can use only one of them or the Plus Second Mortgage per purchase. Larger sums come as loans: DHCD's HOME program pays up to $40,000 as a forgivable loan through regional providers, and Arlington, Fairfax, Loudoun and Prince William add county loans (homebuyer guide). There is no state grant for opening an ordinary business. Virginia's $230.4 million SSBCI share is split between VSBFA, which backs and co-lends on bank loans, and VIPC, which invests in tech startups; the true grants are VIPC's $50,000 Launch Grant, VEDP's VJIP hiring grants and export help, and local pitch contests (small business guide).
One online application, CommonHelp, covers TANF, SNAP, child care and energy help, and the Enterprise Customer Service Center at 855-635-4370 takes applications by phone. The exceptions are weatherization, which you apply for with one of DHCD's 15 nonprofit providers, and the Virginia Preschool Initiative, which enrolls through your school division. For college, there is no statewide grant with a set amount: each public college sets its own Commonwealth Award, VGAP closes to new first-time students from fall 2027 under SB 167, and Virginians at private nonprofit colleges file a separate VTAG form by September 15. Students who cannot file the FAFSA use SCHEV's VASA application, and WIOA training money comes through Virginia Career Works centers (student and training guide).
