Kentucky assistance programs
Kentucky puts most of this help under two roofs. The Cabinet for Health and Family Services (CHFS) decides KTAP cash assistance and the Child Care Assistance Program, and it contracts out LIHEAP. Kentucky Housing Corporation (KHC) runs both the homebuyer loans and weatherization. College grants come from one agency, KHEAA. Business money comes from the Cabinet for Economic Development, which says plainly that its federal small business funds include no grants or forgivable loans.
Where you apply depends on the program. KTAP and child care assistance go through kynect benefits, DCBS Call Services at (855) 306-8959, or any DCBS office, but FAST (up to $2,600 of bills paid over three months instead of KTAP) cannot be requested online. LIHEAP has no statewide online application: Community Action Kentucky subcontracts 23 local agencies covering all 120 counties, and help comes in timed rounds, with the Fall Subsidy planned for November 3 to December 14, 2026 and Winter Crisis for January 6 to March 26, 2027. The Kentucky energy assistance guide lists the dates and limits.
Several of Kentucky's best-known programs are loans, not grants. KHC's Regular Down Payment Assistance is repaid at 4.75% over 15 years and comes only with a KHC first mortgage from an approved lender; the Shared Appreciation Mortgage is a 0% deferred loan for first-time buyers of newly built homes. Louisville Metro lends up to $30,000 and forgives half. On the business side, KEDFA backs bank loans rather than paying cash, and the actual grants pay for employee training (Bluegrass State Skills Corporation), export costs (STEP) or a match on federal SBIR awards. See the homebuyer guide and the small business guide.
Funds run out, so timing matters. The CAP Grant goes to the earliest FAFSA filers, and Kentucky has no state alternative form for students who cannot file one. WIOA training scholarships come from local Kentucky Career Center offices, and Louisville's had paused new applications in October 2026. KTAP itself was cut in November 2025, to $341 a month for a parent with two children. Child care assistance reaches families up to 85% of state median income, and free state preschool is enrolled through school districts. Details are in the cash assistance, child care and student grants guides.
