New Jersey assistance programs

Written by Editorial team Checked against 11 New Jersey agencies Last reviewed How we review

New Jersey splits the help on this site between two very different systems. The Department of Human Services (DHS) sets the rules for Work First New Jersey cash assistance and the Child Care Assistance Program, but your case is handled locally, by one of 21 County Social Service Agencies or by your county's Child Care Resource and Referral agency. The Department of Community Affairs (DCA) does the opposite for energy help: it decides LIHEAP and Universal Service Fund eligibility itself, on one statewide application.

There are two main online front doors. MyNJHelps.gov takes applications for Work First New Jersey and for child care assistance, and CCAP applicants can sign in with an existing SNAP or WFNJ login, then send their documents to the county CCR&R, not the portal. DCAid takes one application for LIHEAP, USF and weatherization, open October 1, 2026 to June 30, 2027 while funds last, and households already on SNAP, TANF or PAAD are enrolled automatically from DHS data. The NJ 211 Home Energy Assistance Hotline (dial 2-1-1 or 800-510-3102) helps with applications and status checks (energy guide).

Much of the money is a loan. NJHMFA's down payment assistance is a 0% second mortgage, forgiven after five years, and comes only with an NJHMFA first mortgage from a participating lender; Newark and Monmouth County run their own programs (homebuyer guide). NJEDA put the state's $255 million SSBCI share into loans, guarantees and venture funds, its Small Business Lease Grant closed on June 30, 2026, and the grants still open are narrow: CSIT's SBIR/STTR awards and NJDOL's UPSKILL training reimbursement (small business guide).

Some programs changed recently. CCAP stopped taking new applications on August 1, 2025 and reopened to all eligible families in April 2026, with a higher entry limit from March 1, 2026; free full-day preschool is a separate Department of Education program in 294 districts and charters (child care guide). For college, HESAA's Tuition Aid Grant pays up to $14,404 in 2026-27, and the Community College Opportunity Grant and Garden State Guarantee cover tuition for families with an AGI of $65,000 or less (student grants guide). WFNJ/TANF adults face a 60-month lifetime limit (cash assistance guide).
