West Virginia student and vocational grants: Higher Education Grant, WV Invests, WIOA (2026-27)

For 2026-27 the West Virginia Higher Education Policy Commission pays the West Virginia Higher Education Grant of up to $3,400 a year to residents with a Student Aid Index of 13,000 or less who filed the FAFSA by April 15. WV Invests covers tuition and approved fees for in-demand certificates and associate degrees, and the Future Workforce Grant pays up to $2,000 for short non-credit training. A 2026 law also lets part-time students receive the Higher Education Grant for the first time.

Key takeaways

  • The 2026-27 West Virginia Higher Education Grant pays up to $3,400 at eligible West Virginia colleges and up to $600 at eligible Pennsylvania colleges 1.
  • Only students with a Student Aid Index of 13,000 or less who filed the FAFSA by April 15 qualify, and CFWV allows no appeal of that deadline 12.

  • WV Invests pays tuition and approved fees for in-demand certificates and associate degrees, but becomes a loan with interest if you move away within two years of leaving school 56.
  • West Virginia has no state alternative to the FAFSA; all three state grants require it 158.
  • WIOA training money comes through WorkForce West Virginia's seven regional boards and pays only for programs on the state Eligible Training Provider List 1314.

West Virginia sends almost all state grant money through one office. The Higher Education Policy Commission runs the College Foundation of West Virginia (CFWV), and CFWV awards the West Virginia Higher Education Grant straight from your FAFSA. The same office also handles WV Invests and the Future Workforce Grant, for which you file a short state application in your WVSAM account 158. CFWV emails you the award, and your college then confirms you still qualify 2.

Sources: CFWV program pages 158. All three depend on yearly funding by the West Virginia Legislature 18.

The programs stack in a fixed order. WV Invests is “last dollar.” CFWV first subtracts Pell, Federal SEOG, the PROMISE Scholarship, the Higher Education Grant, the Future Workforce Grant and institutional tuition waivers from your tuition and approved fees. WV Invests pays only what is left 6. You cannot skip Pell or the Higher Education Grant to save it for later. If you decline them, CFWV still subtracts the amount you would have received 6.

The $3,400 Higher Education Grant: SAI 13,000 and the April 15 cutoff

For 2026-27 you need a Student Aid Index of 13,000 or less on the FAFSA at the time CFWV makes awards. You must also have been a West Virginia resident for at least 12 months before applying; for dependent students, that means your parents’ legal residence. Other requirements are U.S. citizenship, a high school diploma or equivalency, and no bachelor’s degree 1. The academic test depends on your history 1:

  • Recent graduates (finished high school within 5 years, never attended college) need a 2.0 high school GPA or a passed high school equivalency exam.
  • Students with college credit need a 2.0 college GPA and must meet the college’s satisfactory academic progress policy.
  • Adults who finished high school more than 5 years ago with no college only need to be accepted into a degree or certificate program.

The award is the lower of the $3,400 maximum or your remaining need. Remaining need is your cost of attendance minus your SAI and other grants and scholarships. Loans and work-study are not subtracted 1. State law also caps any grant at the tuition and required fees the college charges West Virginia undergraduates 4.

The grant pays only fall and spring terms (or fall, winter and spring quarters), not summer, and it cannot be deferred 2. It lasts up to eight full-time terms or until you finish a bachelor’s degree 1. To renew, file the FAFSA again by April 15 and hold a 2.0 cumulative GPA by the end of summer. You must also earn 24 credits in the year if you received a two-semester award, or 12 credits for a one-semester award 1. There is no appeal for a missed FAFSA deadline. The only appeal is a waiver of the credit-hour rule if you withdrew completely because of extenuating circumstances 2.

What House Bill 5212 changed for part-time and adult students

The Legislature passed House Bill 5212 on March 14, 2026, and it took effect June 12, 2026. The bill rewrote West Virginia’s grant laws in three ways 4:

  1. The Higher Education Grant may now go to undergraduates enrolled full-time or part-time. CFWV’s 2026-27 rules now list part-time enrollment 14.
  2. The old Higher Education Adult Part-time Student (HEAPS) grant was merged into the Higher Education Grant. Its remaining short-term role was renamed the Future Workforce Grant 4.
  3. WV Invests eligibility rules were amended. The current text of the law no longer lists the drug test that earlier versions required 47.

WV Invests: free CTC tuition that turns into a loan if you move

WV Invests covers basic tuition, mandatory fees and council-approved academic program fees for eligible certificate and associate programs at participating public two- and four-year colleges. Priority goes to fields such as information technology and health care 5. It does not pay for books, supplies, prerequisite courses or fees outside the approved list 56. To qualify you need 57:

  • One year of West Virginia residency immediately before you apply, plus U.S. citizenship or eligible noncitizen status.
  • A diploma from a public, private or home school, or a passed high school equivalency test.
  • No bachelor’s degree, except for students in emergency medical services programs (CIP 51.0904).
  • Enrollment in at least 6 credit hours, a FAFSA and a WV Invests application every year, and no defaulted federal student loan.
  • Two hours of unpaid, college-approved community service during every term you receive funds. Hours done before or after the term do not count, and missing them cancels that term’s award 6.

Renewal requires a 2.0 cumulative GPA. Awards end after the equivalent of six full-time semesters 57. Each year’s application covers summer, fall and spring in that order. The 2027-28 application covers summer 2027 through spring 2028 6. April 15 is a preferred date, not a cutoff. Awards are made on a rolling basis, but apply at least two weeks before your term so the promissory note and verification are done in time 6.

That promissory note is the catch. After you drop below half-time enrollment or graduate, a six-month grace period begins. You must then live in West Virginia for two years, and CFWV verifies your residency three times 6. If you move away, the grant converts to a loan with interest, billed through Heartland ECSI 6. State law pauses the obligation while you study at least half time, serve in the armed forces, or have a documented disability 7.

The Future Workforce Grant for short non-credit training

The Future Workforce Grant pays up to $2,000 a year toward tuition, required testing and required supplies. It is for approved non-credit certificate and credential programs of 12 months or less in demand occupations 8. For 2026-27, eligibility mirrors the Higher Education Grant: 12 months of residency, an SAI of 13,000 or less, and a FAFSA. You must be a U.S. citizen or permanent resident, and you cannot be in default on a federal student loan or incarcerated 8. Applications open July 1 in WVSAM and are funded first come, first served 8. You cannot get the grant twice for the same program. It can be used over up to 4 years, with a combined $2,000 cap if you take several programs in one year 8.

Each community and technical college posts its approved list. Blue Ridge CTC’s 2026-27 list, for example, includes Certified Nursing Assistant, EMT, Phlebotomy Technician, a 5-week Welding Technician program, CompTIA courses and Water/Waste Water Operator training 9.

No FAFSA, no state grant: options for students who cannot file

CFWV does not offer a state alternative to the FAFSA. The Higher Education Grant, WV Invests and the Future Workforce Grant all require a completed FAFSA 158. Each also requires U.S. citizenship or a federally recognized immigration status 158. If you cannot file the FAFSA, none of the three is open to you; ask the college aid office which institutional or private scholarships do not require it.

Pell, Workforce Pell and Senate Bill 490 in West Virginia

The federal Pell Grant is awarded first and is subtracted before both state grants 16. For July 1, 2026 to June 30, 2027 it ranges from $740 to $7,395 10. Since July 1, 2026, Workforce Pell can also pay for programs of 8 to under 15 weeks and 150 to 599 clock hours. A program must be certified by the governor, approved by the U.S. Department of Education, and show completion and job placement rates of at least 70% 11. People who already hold a bachelor’s degree can receive Workforce Pell. Federal loans, work-study and SEOG are not available for these programs, but WIOA funding can be combined with it 11.

Senate Bill 490, passed March 12, 2026 and effective July 1, 2026, sets up West Virginia’s side of the process. The governor approves programs in consultation with the West Virginia Workforce Development Board. The board runs the application process for colleges and reviews each approved program every year for completion, placement and earnings 12. As of October 20, 2026, neither WorkForce West Virginia nor CFWV had published a list of West Virginia programs with federal approval. Ask your college directly whether a short program is approved for Workforce Pell.

WIOA training accounts through WorkForce West Virginia’s seven regions

Adults and dislocated workers who need paid training apply through a WorkForce West Virginia office. The state lists 16 local offices and American Job Centers, from Beckley to Wheeling, reachable at 1-800-252-5627 3. Each office belongs to one of seven regional workforce development boards 14:

West Virginia workforce development regions
Region Board base Region Board base
1 Beckley 5 Wheeling (Northern Panhandle)
2 Huntington 6 Whitehall
3 Charleston (Kanawha County) 7 Moorefield
4 Parkersburg (Mid-Ohio Valley)

Scroll the table sideways to see every column.

An Individual Training Account pays only for a program on the Eligible Training Provider List, which you can search in WorkForce West Virginia’s MACC system 13. Federal rules let the state or regional board cap ITA dollar amounts and length. You may choose a more expensive program if Pell or other aid covers the difference 15. WIOA training funds are limited to people who cannot get other grant aid, or who need more than it covers, so the office will look at your Pell, Future Workforce Grant or WV Invests eligibility first 15. Ask your regional board for its current ITA cap, because WorkForce West Virginia does not publish one statewide limit.

Filing for 2027-28 in West Virginia, step by step

  1. File the 2027-28 FAFSA by April 15, 2027

The FAFSA opens October 1 each year at StudentAid.gov, and it is your only application for the Higher Education Grant 1. List your West Virginia college so the grant is sent to the right school 2.

  2. Create your own WVSAM account

CFWV requires the student, not a parent or counselor, to set it up. You use it to track awards and upload documents 1.

  3. Pick the right second application

For an eligible certificate or associate program, file the WV Invests application before April 15. For a short non-credit course, file the Future Workforce Grant application as soon as it opens July 1, because money goes in order of application 68.

  4. Watch your FAFSA email in May

CFWV awards eligible filers automatically in May. If you will attend a different school, use the Update My Institution button on the award letter 2.

  5. Finish the college’s checks

The aid office confirms residency, SAI, GPA and enrollment before paying. WV Invests students also sign the promissory note and plan their two community service hours 26.

  6. For job training, visit a WorkForce West Virginia office

Bring proof of identity, income and work history. Choose a program on the Eligible Training Provider List, and ask whether it is also approved for Workforce Pell 313.

  7. Appeal or reapply

The FAFSA deadline cannot be appealed, but you can request a credit-hour waiver after a complete withdrawal by emailing [email protected]. Every grant requires a new application each year 26.
