Key takeaways
- Arkansas has no stand-alone need-based state grant on its 2026-27 program list. Need-based money comes through Academic Challenge PLUS, which adds up to $1,500 a semester for an SAI of 7,999 or less 13.
- Academic Challenge pays $2,000, $4,000, $4,000 and $5,000 in years one to four at four-year schools. Total awards are capped at $2,500 a semester 34.
- ArFuture covers tuition and mandatory fees for high-demand certificates and associate degrees at public colleges. Since the 2025 ACCESS Act, it is capped at 75 credit hours and no longer requires mentoring or community service 67.
- The Arkansas Workforce Challenge pays up to $3,000 for advanced manufacturing, construction, health care, IT or logistics training. It has no financial-need test 89.
- Academic Challenge applications close July 1. Arkansas has no state aid form for students who cannot file the FAFSA 25.
- As of October 2026, Arkansas has posted no approved Workforce Pell programs, and its ten local workforce boards are scheduled to merge into one statewide board by July 1, 2027 1014.

Arkansas no longer runs a separate need-based grant. Its 2026-27 program list on the Division of Higher Education’s Scholarship Application Management System (SAMS) has no stand-alone grant based only on income 1. Instead, the state puts need-based money on top of its lottery scholarship, the Arkansas Academic Challenge Scholarship, as Academic Challenge PLUS. That top-up is tied to your FAFSA Student Aid Index (SAI) 3. For career training, it runs two separate programs: ArFuture for certificates and associate degrees at public colleges, and the Arkansas Workforce Challenge for short trade, health and IT programs 68. You apply for all three through one SAMS account, separately from the FAFSA 5.
Academic Challenge and the PLUS add-on for SAIs under 8,000
Academic Challenge is a grant, not a loan. It is open to graduating high school seniors (the “traditional” track) and to adults or current college students without a degree (the “non-traditional” track) 2. Everyone must have lived in Arkansas for the 12 months before enrolling. If you are under 21, a parent’s Arkansas residency also counts 4. You must be a U.S. citizen or lawful permanent resident, file the FAFSA, have no bachelor’s degree, have earned fewer than 120 credit hours, and attend an approved Arkansas public or private nonprofit college or nursing school 24. Income does not affect the base award 2.
| Year of award | Four-year base | Four-year with PLUS | Two-year base | Two-year with PLUS |
|---|---|---|---|---|
| Year 1 | $2,000 | Up to $5,000 | $2,000 | Up to $5,000 |
| Year 2 | $4,000 | $5,000 | $3,000 | Up to $5,000 (SAI 5,749 or less) |
| Year 3 | $4,000 | $5,000 | Fifth semester: $1,500 | Up to $2,500 (one semester) |
| Year 4 | $5,000 | $5,000 (no PLUS) | n/a | n/a |

PLUS has paid since 2024-25, and the amount depends on your SAI band 3:
- First year: $500 a semester extra for an SAI of 5,750 to 7,999, $1,000 for 3,200 to 5,749, and $1,500 for -1,500 to 3,199.
- Second and third years at a four-year school: $500 a semester extra for any SAI from -1,500 to 7,999. That brings the award to the $2,500 cap.
- Second year and fifth semester at a two-year school: $500 a semester for an SAI of 5,750 to 7,999, or $1,000 for -1,500 to 5,749.
To keep a traditional award, you must take 12 hours in your first fall and 15 hours every semester after that. You also need 27 hours in year one, 30 hours each year after that, and a 2.5 GPA 2. Non-traditional students may enroll part time. The award is cut to half for 6 to 8 hours and to three-quarters for 9 to 14 hours 4. If your total state aid would exceed your cost of attendance, it is reduced under the state stacking law 24.
ArFuture after the 2025 ACCESS Act
The Arkansas Future Grant (ArFuture) is a last-dollar tuition grant. It covers tuition and general mandatory fees for certificate and associate degree programs in STEM fields or in state or regional high-demand fields. Grants are paid in the order applications arrive, while funds last 6. You qualify if you graduated from an Arkansas high school or home school, or earned an Arkansas-approved GED. You also qualify if you have lived in Arkansas for the last three years and finished high school elsewhere. You must file the FAFSA and not already have an associate degree 6. At a four-year campus, the grant is based on the average two-year college cost, not the campus’s own tuition 6.
Act 341 of 2025, the Arkansas ACCESS Act, changed the statute in three ways 7:
- It replaced the five-semester limit with a maximum of 75 credit hours.
- It removed the monthly mentoring and 10-hours-per-semester community service requirements.
- It requires ArFuture to be paid in line with ADHE’s scholarship stacking policy.
One condition remains. After you finish, you must live in Arkansas and start working within six months. If you do not, the grant can convert into a loan 7. The rules document linked on the SAMS ArFuture page is the 2017 version, so it still describes the old mentoring terms. Ask ADHE ([email protected]) for the current written agreement before you sign it. Deadlines are July 1 for fall and January 10 for spring 6.
Workforce Challenge money for 80-hour and longer training
The Arkansas Workforce Challenge Scholarship is lottery-funded. It covers training in advanced manufacturing, construction trades, health care, information technology, and logistics, distribution and transportation 9. Awards are tiered 9:
| Program type | Maximum award |
|---|---|
| Professional skills training, 80-179 clock hours | $1,500 |
| Professional skills training, 180+ clock hours | $3,000 |
| Credit program, Certificate of Proficiency (6 credit hours) or higher | $3,000 |
Awards cannot exceed the provider’s standard tuition and fees 9.
Eligible providers include public and private nonprofit colleges, plus Arkansas vocational-technical schools on the WIOA Eligible Training Provider List, approved for VA benefits, or on ADHE’s Private Career Education list 9. ADHE’s SAMS page asks for 6 months of Arkansas residency and a high school diploma or GED. You cannot receive Academic Challenge at the same time 8. The grant does not renew. After finishing one program you can apply again for a different one, and if you do not finish you can reapply only once 8. Apply in SAMS at least 30 days before classes start 8.
Workforce Pell in Arkansas: certification still pending
Workforce Pell has been federal law since July 1, 2026. It pays Pell for programs of 150 to 599 clock hours that run 8 to 14 weeks and meet 70% completion and job placement rates. People with a bachelor’s degree may receive it 1012. Direct Loans and work-study are not available for these programs, but WIOA money can be combined with them 12. In Arkansas, the governor certifies programs after the Arkansas Workforce Development Board reviews them. ADHE and the Department of Commerce screen applications 15. ADHE took college applications from June 1 to June 30, 2026, and reopened the window from August 21 to September 30, 2026 10. As of October 20, 2026, ADHE’s page lists no approved Arkansas programs 10. Until programs are approved, the Workforce Challenge is the state’s grant for short-term training.
Regular Pell runs from $740 to $7,395 for 2026-27 11. It is the base layer under every Arkansas award.
WIOA training accounts while ten local boards merge
Adults and laid-off workers who want training paid for start at an Arkansas Workforce Center. There, staff decide whether you qualify for WIOA training. An Individual Training Account (ITA) pays only for a program on the Arkansas Eligible Training Provider List. The Division of Workforce Services maintains that list in Arkansas JobLink 13. Each local workforce development board sets its own ITA dollar limits and length limits. A board can also refuse to fund programs with low job demand or high costs compared with similar programs 13.
This structure is changing. On September 3, 2026, the U.S. Department of Labor approved Arkansas’s combined state plan and waivers. Under the plan, the state’s ten local boards become one statewide system, with an expected start date of July 1, 2027 14. One waiver request asked to drop the rule that you must first show you cannot get other grant aid, such as Pell, before WIOA pays 15. The approval notice does not list which waivers were granted, so ask your center whether you still need a Pell decision first 14.
Applying through SAMS for 2027-28, step by step
File the FAFSA and list an Arkansas college
ADHE receives FAFSA data for every applicant who lists an Arkansas school, usually within about a month 5. Your SAI from that form sets your Pell amount and any Academic Challenge PLUS amount 311.
Create a SAMS account and apply separately
The FAFSA does not count as an application for any ADHE program 5. In SAMS, apply for Academic Challenge by July 1, 2027. For ArFuture, apply by July 1 for fall or January 10 for spring. For Workforce Challenge, apply at least 30 days before class starts 268.
Send transcripts if you already have college credit
First-time recipients who send no transcript by ADHE’s date get the first-year amount 4. Upload transcripts or a FAFSA Submission Summary under “Details” in SAMS 5.
Confirm your program qualifies
Check the ArFuture degree list (updated May 29, 2026) or the Workforce Challenge list before you register 69.
Meet enrollment by census day
Traditional Academic Challenge students need 15 hours (12 in the first fall) at one college by the 11th class day 3.
Use summer, holds and transfers on time
Summer opt-in is due June 1. Holds are due October 1 for fall and February 1 for spring. Transfer requests are due June 1, October 1 or February 1, depending on the term 5.
For short-term training, visit an Arkansas Workforce Center
Bring ID and income and work-history records. Choose a program on the Eligible Training Provider List, and ask whether it is approved for Workforce Challenge or Workforce Pell 913.
If you lose an award, use the catastrophic-event waiver or the non-traditional path
ADHE may waive Academic Challenge renewal rules after a catastrophic event affecting you or your family 4. A traditional recipient who loses the award can apply once as a first-time non-traditional student, which requires a 2.5 college GPA. Losing that second award ends eligibility for good 24.
