Tennessee student and vocational grants: TSAA, Promise, Reconnect, Wilder-Naifeh and WIOA (2026-27)
For 2026-27, Tennessee's need-based Tennessee Student Assistance Award (TSAA) pays up to $4,000 a year at private colleges and $2,000 at public universities, community colleges and TCATs, but only to FAFSA filers with a Student Aid Index of 5,000 or less, and new awards go to the neediest students who filed by April 1.

Key takeaways
- TSAA, Tennessee's need-based grant, pays up to $4,000 a year at private colleges and $2,000 a year at public colleges and TCATs, and requires an SAI of 5,000 or less 1.
- TSAA renews first for returning students who refile by April 1, then goes to the neediest new applicants who filed by April 1, so filing soon after October 1 matters 12.
- Tennessee Promise high school seniors in the Class of 2027 must apply by November 2, 2026, file the 2027-28 FAFSA by April 1, 2027, and log 16 service hours 23.
- Adults 23 or older, or independent students, can get remaining community college or TCAT tuition covered by Tennessee Reconnect 46.
- Tennessee's Workforce Pell portal opened July 1, 2026, but the first programs submitted were found ineligible, and no approved Tennessee program could be verified 12.
- WIOA training scholarships from American Job Centers pay only for programs on the statewide Eligible Training Provider List 1314.

Tennessee runs one need-based grant, the Tennessee Student Assistance Award (TSAA), alongside merit, technical-college and last-dollar programs. TSAA, the lottery-funded HOPE Scholarship and the Wilder-Naifeh Technical Skills Grant are all awarded from the FAFSA 157. Tennessee Promise and Tennessee Reconnect then pay whatever tuition and mandatory fees Pell and other gift aid leave unpaid 34. The Tennessee Student Assistance Corporation (TSAC) and the Tennessee Higher Education Commission (THEC) award all of these from your FAFSA, plus a separate THEC Student Portal application for Promise and Reconnect 28.
How TSAC splits the Tennessee Student Assistance Award by school type
TSAA pays twice as much at private colleges as at public ones. These are the annual maximums TSAC publishes, with the per-term amounts THEC lists for 2026-27 (as of May 2026) 12:
| Where you enroll | Per term | Per academic year |
|---|---|---|
| Private four-year or two-year college | Up to $2,000 a semester | $4,000 |
| Public four-year university | Up to $1,000 a semester | $2,000 |
| Community college | Up to $1,000 a semester | $2,000 |
| Tennessee College of Applied Technology (TCAT) | Up to $667 a trimester | $2,000 |
| Private career school | n/a | $2,000 |
The money is paid to the college and credited to your account 1.
To qualify you need a valid Student Aid Index (SAI) of 5,000 or less. You must also be a Tennessee resident, and if you are a dependent student your parents must be residents too 1. You must enroll at least half time at an eligible Tennessee institution and list it as your first college choice on the FAFSA 1. You also need satisfactory academic progress, no defaulted loan or owed grant refund, and no bachelor’s degree 1. TSAA lasts until you finish your program or reach the term cap: 8 semesters for a four-year program, 4 for a two-year program, 2 for a one-year program and 1 for a six-month program 1.
Why the April 1 FAFSA date decides TSAA in Tennessee
TSAA awards depend on how much money is available, so being eligible does not guarantee an award 1. TSAC awards it in two passes. First, students who had TSAA last year keep it if they still qualify and file the new FAFSA by April 1. Then whatever money is left goes to the neediest new applicants who filed by April 1 1. TSAC tells students to file as soon as possible after the FAFSA opens on October 1 1. THEC calls April 1, 2027 Tennessee’s priority deadline for the 2027-28 FAFSA, which opened October 1, 2026 2.
Tennessee Promise and Reconnect: last-dollar tuition at community colleges and TCATs
Tennessee Promise is for students coming straight from high school. It covers tuition and mandatory fees that Pell, HOPE, TSAA and other gift aid leave unpaid at community colleges, TCATs and eligible associate degree programs 23. The Class of 2027 must meet four requirements 23:
- submit the Promise application in the THEC Student Portal by November 2, 2026
- file the 2027-28 FAFSA by April 1, 2027
- attend a mandatory meeting run by the partnering organization assigned to your county
- complete at least 16 hours of community service by August 2, 2027
You must be a U.S. citizen or eligible noncitizen and a Tennessee resident. To keep the award you need a 2.0 GPA at the end of each year at a community college and continuous fall and spring enrollment 3.
Tennessee Reconnect Grant is the same kind of award for adults. It covers students who are independent on the FAFSA or who are at least 23 by January 1 of their first academic year. They must not already hold an associate degree, and they must take at least six credit hours in a certificate or associate program 4. Reconnect requires a 2.0 cumulative GPA each year, continuous fall and spring enrollment, and a THEC college success program 4. You file a Reconnect application by June 30 of the academic year and a FAFSA each year by September 1 for fall, March 1 for winter/spring and May 1 for summer 4. The grant ends when you earn the associate degree or certificate, or five years after you first enroll as a Reconnect student 4.
Paying for a TCAT certificate: Wilder-Naifeh, TSAA and TCAT Reconnect
Tennessee Colleges of Applied Technology bill by trimester, and three state programs can be combined there:
- Wilder-Naifeh Technical Skills Grant: $2,000 per academic year (up to $667 a trimester) toward a certificate or diploma. It has no income or test-score requirement, you can get it only once, and prior HOPE recipients can qualify. File the FAFSA by November 1 for fall, March 1 for winter/spring and June 30 for summer 25. If you finish a TCAT diploma of 900 or more clock hours, you may qualify for HOPE at a two- or four-year college if you enroll within three years 5.
- TSAA: up to $667 a trimester on top of Wilder-Naifeh, if your SAI is 5,000 or less 12.
- TCAT Reconnect Grant: pays the remaining tuition and mandatory fees for independent students in a full-time TCAT certificate or diploma program. It uses the same November 1, March 1 and June 30 FAFSA deadlines and ends once you earn a certificate or diploma 6.
HOPE and Aspire: the lottery awards that stack with TSAA
The HOPE Scholarship is a lottery-funded merit award, not a need-based one, and it can be received in the same year as TSAA 27. Entering freshmen need a 21 ACT (1060 SAT) or a 3.0 high school GPA and must enroll within 16 months of graduating 7. HOPE pays up to $1,600 a semester at two-year colleges. At four-year colleges it pays up to $2,250 a semester as a freshman or sophomore and $2,850 as a junior or senior 27. The Aspire Award adds up to $750 a semester at four-year colleges or $250 at community colleges when the parents’ (or the independent student and spouse’s) adjusted gross income is $36,000 or less 2. Renewal requires a 2.75 cumulative GPA at 24 and 48 attempted hours and a 3.0 at 72 hours 7. Dropping a class without a documented reason can end HOPE permanently 7.
Students who cannot file the FAFSA in Tennessee
Tennessee has no state alternative to the FAFSA for its main grants. TSAA, HOPE, Aspire and Wilder-Naifeh are applied for only through the FAFSA 157, and Tennessee Promise requires U.S. citizenship or eligible noncitizen status 3. Under the Tennessee Eligibility Verification for Entitlements Act, THEC must confirm that aid applicants 18 or older are U.S. citizens or lawfully present 9. A FAFSA confirmed by the federal government satisfies this. For programs that do not use the FAFSA, you send documents to your college, such as a Tennessee driver license, U.S. passport or certificate of naturalization. Lawfully present noncitizens send two documents showing an A-number or I-94 number 9. A student who cannot file a FAFSA should ask the college’s financial aid office about institutional scholarships, because the state grants on this page are not available without it.
Pell, and why Workforce Pell has no approved Tennessee programs yet
The Federal Pell Grant ranges from $740 to $7,395 for 2026-27 10. Promise and Reconnect pay only what Pell and other gift aid leave unpaid, so Pell often reduces those awards rather than adding to them 34. Since July 1, 2026, Workforce Pell has paid for short programs of 8 to 14 weeks and 150 to 599 clock hours. A program qualifies only if it has 70% completion and job placement rates, governor certification and U.S. Department of Education approval, and it must have run for 12 months before the college applies 11. Bachelor’s degree holders can receive it, and WIOA funds can be added, but federal loans cannot 11.
In Tennessee, the Department of Labor and Workforce Development (TDLWD) and THEC review programs, and the State Workforce Development Board gives state approval before the federal review 12. TDLWD reported that a handful of colleges applied after the portal opened July 1, 2026, and none of their programs were eligible 12. We could not verify any approved Tennessee Workforce Pell program as of October 20, 2026. Approved programs will be posted on the state’s Workforce Pell webpage 12.
WIOA training scholarships through Tennessee’s American Job Centers
TDLWD calls WIOA Individual Training Accounts “American Job Center Scholarships.” A career advisor first assesses your skills and goals. Training must be for an occupation on Tennessee’s targeted occupations list, at a TCAT, a community college or another certified program 13. Money is paid only by voucher to the provider, never as a reimbursement to you, and you should not enroll or pay until your training plan is signed and approved 13. If you earned a degree or certificate within the last two years, you may not count as “most in need” 13. Programs must appear on the statewide Eligible Training Provider List, which is kept in Jobs4TN and reviewed each year using provider performance data 14. Each of the nine local workforce development areas sets its own ITA limits 14:
| Area | Board or operator | Counties include |
|---|---|---|
| Northeast | First TN Development District | Sullivan, Washington, Carter |
| East | ETHRA Workforce Development Services | Knox, Blount, Sevier, Anderson |
| Southeast | Southeast TN Local Workforce Development Board | Hamilton, Bradley, McMinn |
| Upper Cumberland | Upper Cumberland Local Workforce Development Board | Putnam, Cumberland, White |
| Northern Middle | Northern Middle TN Workforce Board | Davidson, Rutherford, Williamson, Montgomery |
| Southern Middle | South Central TN Development District | Maury, Coffee, Bedford |
| Southwest | Southwest TN Workforce Board | Madison, Hardin, McNairy |
| Northwest | Northwest TN Workforce Board | Gibson, Dyer, Weakley |
| Greater Memphis | Workforce Investment Network | Shelby, Tipton, Fayette, Lauderdale |
As one example, the East Tennessee area caps an ITA at $6,000 per person for life, or $3,000 for programs not eligible for financial aid. It pays no more than in-state tuition, prefers training of no more than 104 weeks, and requires you to apply first for Pell, HOPE, Tennessee Promise and Tennessee Reconnect 15.
Applying for 2027-28 Tennessee aid, step by step
File the FAFSA early
Submit the 2027-28 FAFSA at StudentAid.gov soon after its October 1, 2026 opening, and list a Tennessee college first so TSAA can be considered 12.
Make the April 1, 2027 cutoff
This date controls TSAA renewals and new awards, and it is also the Promise FAFSA deadline 13.
Create a THEC Student Portal account
You need your legal name as shown on your Social Security card, your SSN, your date of birth and a personal email address. Use the portal to apply for Promise (by November 2, 2026) or Reconnect, and to check your HOPE, Wilder-Naifeh and TSAA eligibility 8.
Meet the term deadlines
TCAT students: November 1, March 1 and June 30. Reconnect and Aspire students: September 1, March 1 and May 1 245.
Keep enrollment continuous
Promise, Reconnect and HOPE all require fall and spring enrollment in the same academic year, and Promise and HOPE require a GPA check at set points 347.
For short-term job training, visit an American Job Center
Complete the assessment, choose an ETPL program in Jobs4TN, and wait for an approved voucher before you enroll 1314.
Regain or renew
If you lose HOPE on GPA, you can regain it once by meeting a later benchmark while staying enrolled 7. To keep TSAA, file a new FAFSA by April 1 each year; returning recipients are funded before new applicants 1.
