Pennsylvania student and vocational grants: PA State Grant, PA-TIP, Grow PA and WIOA (2026-27)
For 2026-27 the Pennsylvania Higher Education Assistance Agency (PHEAA) raised the maximum PA State Grant to $6,000, the highest in the program's history. The grant covers programs at least two years long, PA-TIP covers job-training programs shorter than that, and the FAFSA is the only way in: Pennsylvania has no state alternative application.

Pennsylvania runs its main student aid through one agency. PHEAA administers the PA State Grant for the Commonwealth, plus the targeted programs layered on top of it. Lawmakers funded the State Grant at $419,236,000 for fiscal year 2026-27, and PHEAA added up to $15 million of its own money 2. PHEAA, not your college, calculates the award, and the FAFSA is the starting point for every program 14. What separates the programs is program length. The State Grant pays only for programs at least two academic years long, and a program cannot be approved for both the State Grant and PA-TIP 1.
The PA State Grant in 2026-27: the $6,000 cap and how PHEAA sets your award
PHEAA’s board adopted the awarding formula on April 23, 2026. The formula weighs family resources, tuition, the number of applicants and the money available 3. Awards announced in May or June are conditional. Schools can pay only final awards, which PHEAA calculates after the Commonwealth budget passes 1. Your amount depends on your finances and the type of Pennsylvania school you attend 6.
| Situation | Rule |
|---|---|
| Maximum award, Pennsylvania school | $6,000 6 |
| School in a reciprocal state (DE, DC, MA, OH, VT, WV) | $600 maximum, $800 for veterans 16 |
| Half-time student (6 semester credits) | One-half of the full-time award 1 |
| Associate degree or 2-year program | Usually 2 years of awards 1 |
| Lifetime limit | 4 academic years, 5 in a bona fide 5-year program 1 |
Schools in other states are not eligible, and out-of-state schools must be nonprofit. Programs that are more than half online qualify only at schools headquartered in Pennsylvania 1.
To qualify you must be a U.S. citizen or eligible noncitizen. You also need a high school diploma, GED, Commonwealth Secondary School Diploma or approved homeschool diploma 1. Applicants 18 or older must have been Pennsylvania residents for the 12 months before their filing deadline. Time spent at a Pennsylvania college does not count if you came to the state to attend school 1. Registering to vote in another state while attending college there ends your eligibility 1.
May 1 or August 1: which PA State Grant deadline applies to you
The deadline depends on where you will enroll and whether you are new to the grant.
| Applicant | FAFSA deadline |
|---|---|
| First-time, four-year college or private two-year college (degree or transfer program) | May 1 3 |
| Every renewal applicant | May 1 3 |
| First-time, community college, designated PA Open-Admission institution, business/trade/technical school, hospital school of nursing, or non-transferable 2-year program | August 1 4 |
After you file the FAFSA, finish the PA State Grant application items and send any documents PHEAA requests. For 2026-27 you had until the April 1, 2027 reconsideration deadline to do this. You cannot submit the state application until your FAFSA is in 4. If you file late, PHEAA reviews your application on appeal only if money is left. Late applications for summer awards are not reviewed 4.
How Pennsylvania students lose the grant after winning it
The State Grant has no GPA rule, but it does count credits. For every full-time semester award, you must complete 12 credits (6 for a half-time award). Schools check this once a year, after spring or after summer 1. Credits you fail or withdraw from count against you, and you remain ineligible until you make up the missing credits. Summer courses you pay for yourself can close the gap 1. If illness or another serious problem caused the shortfall, you can file an Academic Progress Exception Form. Exceptions cover one term at a time 1.
There is also a federal conflict to watch. Starting in 2026-27, you lose Pell eligibility if your non-federal grants and scholarships equal or exceed your cost of attendance 13. The handbook lets schools advise you to refuse the PA State Grant in writing for a term if that keeps your Pell Grant 1.
PA-TIP for certificates shorter than two years
PA-TIP covers the short programs the State Grant excludes. These are programs of at least 10 weeks but less than two academic years in energy, health, advanced materials and diversified manufacturing, and agriculture and food production 7. Awards are the lesser of $6,000 or your unmet need after gift aid and employer aid. Veterans can receive up to 100% of educational costs, capped at the maximum award 7. Awards can pay tuition, books, fees and supplies, and include a $4,000 living expense allowance 7.
You must file the FAFSA and mail or fax the PA-TIP Student Application to PHEAA by May 1 7. At nonprofit schools you can attend half-time. Everywhere else you must attend full-time 7. Students at Pennsylvania community colleges or trade schools must be Pennsylvania residents but do not have to meet the 12-month rule. People who already hold a bachelor’s degree can still apply 7. The 2026-27 budget kept PA-TIP funding at the prior year’s level 9.
Grow PA and Ready to Succeed: add-ons with strings
The Grow PA Scholarship Grant pays up to $5,000 a year for up to four years. It is for Pennsylvania residents enrolled at least half-time in an associate or bachelor’s program that leads to an in-demand job, chosen from more than 460 eligible majors 8. You sign a Master Promissory Note. After graduation, you must live and work in Pennsylvania in an in-demand job for one year per year of funding, or repay the grant with any interest 8. Awards go first come, first served by application date, and the 2026-27 budget raised program funding to $42.5 million 89.
The PA Ready to Succeed Scholarship (RTSS) goes to students their school nominates. For 2026-27 PHEAA raised the maximum from $2,500 to $3,000 and the family income limit from $200,000 to $208,000 9.
None of the 2026-27 budget changes PHEAA reported created a statewide free-community-college or promise program 9. Pennsylvania community college students rely on the State Grant, PA-TIP and Pell.
No FAFSA, no state grant: who is left out, and FosterEd
Pennsylvania has no state aid form for students who cannot file the FAFSA. The State Grant requires U.S. citizenship or eligible-noncitizen status as defined for federal aid. Time a noncitizen spends living in Pennsylvania does not count toward the 12-month residency rule until they meet that definition 1. Undocumented and DACA students can only look to institutional and private scholarships.
Current and former foster youth have one more option. Under the FosterEd program, Pennsylvania colleges must waive the tuition and mandatory fees that remain after other gift aid 10. You qualify if you are eligible for Chafee services, were in foster care at age 16 or older, are under 26 on July 1 of the award year, and attend at least half-time. The waiver lasts up to five years 10.
Workforce Pell and PA CareerLink training accounts
The federal Pell Grant pays up to $7,395 for July 1, 2026 through June 30, 2027 12. Workforce Pell extends Pell to short programs. In Pennsylvania, the Governor, the State Workforce Development Board and the Department of Education decide which programs qualify. Programs must show at least a 70% completion rate and a 70% job placement rate 11. Eleven institutions submitted 40 programs from March 9, 2026. The approved list for 2026-27 has two: the Commercial Driver’s License program at Douglas Education Center and Truck Driving at Rosedale Technical College 11. Each school must also get approval from the U.S. Department of Education, which began accepting applications July 1, 2026 13.
For other short training, go to PA CareerLink, where local workforce development boards run WIOA training. An Individual Training Account can pay only for a program on Pennsylvania’s Eligible Training Provider List. Providers must reapply every year. Each one is reviewed by its Local Workforce Development Area, then by the Department of Labor & Industry within 30 days 14. Federal rules let the state or local board cap how much an ITA pays and how long training lasts 15. Ask your local office for its current cap.
Applying for 2027-28 in Pennsylvania, step by step
File the 2027-28 FAFSA
It opened October 1, 2026 and is the application for the State Grant and PHEAA’s other programs 5. List your Pennsylvania school first, because PHEAA ties your State Grant record to the first school on your FAFSA 1.
Mark your deadline
May 1, 2027 for renewals and four-year colleges, or August 1, 2027 for community colleges, trade schools and nursing schools, if the 2026-27 dates repeat 34.
Complete the PA State Grant Form
First-time applicants finish the state application items in PHEAA Account Access. Read the Rights and Responsibilities document before you sign, and upload proof of high school graduation or residency if asked 14.
Add the program forms
Send the PA-TIP Student Application by May 1, with a DD214 if you are a veteran 7. Upload the Grow PA application through Account Access 8.
Watch for the conditional award
It usually arrives in May or June. The final award comes after the state budget passes, and your school credits it each term once it confirms your enrollment 1.
For short job training, visit PA CareerLink
Choose a program on the Eligible Training Provider List and ask whether it is approved for Workforce Pell 1114.
Appeal or reapply
If you missed the deadline, PHEAA reviews late filers on appeal only if money remains 4. If you fell short on credits, file an Academic Progress Exception Form or make up the credits. Information affecting the award must reach PHEAA by April 1 for the school year or October 31 for summer 1.
