Key takeaways

  • Vermont Grant awards ranged from $1,000 to $15,350 in 2025-26, and VSAC has not yet posted a 2026-27 range 1.
  • There is no deadline for the Vermont Grant: VSAC funds complete applications first-come, first-served until money runs out 12.
  • 802Opportunity makes CCV tuition and the $125 fee free for Vermonters with family AGI of $100,000 or less, with no separate application 45.
  • Freedom & Unity covers general tuition at Vermont State University for family AGI of $85,000 or less, but not program tuition or fees 6.
  • Vermont residents who cannot file the FAFSA use VSAC's paper Vermont Grant Pathway or Advancement Grant Pathway application 2.

Vermont has no separate state higher education grant agency. The Vermont Student Assistance Corporation (VSAC), a nonprofit based in Winooski, runs every state grant on behalf of the State of Vermont. It awards them directly to students, not through allocations to colleges 1. One MyVSAC application, plus the FAFSA, puts you in line for the Vermont Grant, 802Opportunity at the Community College of Vermont and Freedom & Unity at Vermont State University 146. Non-degree courses go through a separate MyVSAC form, the Advancement Grant 1. The Vermont Grant is portable, so you can use it at an approved college in another state 1.

How VSAC sizes a Vermont Grant without an SAI cutoff

The Vermont Grant pays Vermont residents in a full-time or part-time undergraduate degree or certificate program at a school approved for federal Title IV aid 1. VSAC administers it as the Vermont Incentive Grant for full-time study (12 or more credits a semester) and the Vermont Part-Time Grant for fewer than 12 credits 23. VSAC does not publish a Student Aid Index cutoff. It runs its own need analysis, using income, assets (including home value and home debt), family size, the age of the older parent and your college’s cost of attendance. Grades are not considered 1. The 2026-27 Pathway application also requires one year of Vermont residence before your class starts 2.

Vermont Grant figures VSAC has published for the 2026-27 cycle
Item Figure
Award range, most recent published year (2025-26) $1,000 to $15,350 1
Early College grant (high school seniors at a college) Up to $1,000 a year, $500 a semester 3
Lifetime limit 10 full-time semesters, ending at your first bachelor’s degree 1
Exceptions to the limits UVM Larner College of Medicine M.D. students and accredited D.V.M. students 1
Microgrant for unexpected costs (nominated by the college, TRIO or GEAR UP) $50 to $400 3

VSAC says amounts change each year with funding. Your award depends on your finances, your school’s cost and how early your file is complete 1.

Timing matters more than any date. VSAC has no deadline. It reviews complete applications first-come, first-served while money lasts 12. After you upload documents, your account can take up to 3 business days to show them as received, and eligibility review follows 7 to 10 business days later 1. VSAC pays the grant to your school once the school confirms your enrollment for the term 1. If your family’s income drops, write to VSAC. It can consider the reduced income 1.

802Opportunity at CCV and Freedom & Unity at Vermont State

Both programs are “last-dollar”: they pay tuition left over after Pell and the Vermont Grant. Neither has its own application. VSAC uses your FAFSA and Vermont Grant application to decide 46.

Vermont’s two tuition-free programs in 2026-27
802Opportunity Freedom & Unity
College Community College of Vermont Vermont State University
Income limit Family AGI of $100,000 or less on the FAFSA 4 Family AGI of $85,000 or less on the FAFSA 6
Programs Associate degrees and certificates (12 degrees, 26 certificates) 47 Associate and bachelor’s degrees; graduate and certificate programs excluded 6
Terms Fall, spring and summer 4 Fall and spring 6
What is covered Tuition ($290 a credit in 2026-27) plus the $125 administrative fee 45 General tuition only; program tuition, mandatory fees and books excluded 6
Other rules Vermont resident, high school diploma or equivalent, no bachelor’s degree, satisfactory progress 4 Same, plus full- or part-time degree enrollment 6

At $290 a credit, a 12-credit CCV semester is $3,480 in tuition before the fee 5. Freedom & Unity students in default on an education loan are still eligible 6. Full-time Vermont State students confirm their award with the university’s financial aid office. VSAC notifies part-time students itself 6.

Advancement Grant for short courses and job training

The Advancement Grant, formerly the Vermont Non-Degree Grant, is Vermont’s state grant for vocational students outside degree programs. It pays for a non-degree or non-matriculated course at a school or business VSAC approves, when the course improves your job prospects or introduces you to college work 12. You do not need a FAFSA. VSAC uses your own federal tax return (2024 income for 2026-27), and a parent worksheet if you count as dependent 3. The cap was $7,500 in 2025-26, or $1,000 for driver education. Each year VSAC sets a maximum by program type 23. The limits are 2 courses per term, 2 terms per July-to-June year and 6 terms in a lifetime. You cannot hold an Advancement Grant in the same semester as a Vermont Grant 12. You need a high school diploma or GED, and the grant does not pay for GED tests, correspondence, recreational or test-prep courses, or courses outside the U.S. 12. You can apply after a course has ended, as long as it began in a year that still has money 1.

Pathway applications for Vermonters who cannot file the FAFSA

If you live in Vermont but are not a U.S. citizen or eligible noncitizen, download VSAC’s paper Vermont Grant Pathway or Advancement Grant Pathway application and return it to VSAC 2. Versions for 2026-27 and 2027-28 are posted in English and Spanish 2. You must have lived in Vermont for one year before classes start. The same income, progress and 10-semester rules apply 2. VSAC asks you to attach your 2024 federal tax return if you filed one, and it follows up for parent information if needed 2. A Pathway application also counts for 802Opportunity and Freedom & Unity 46.

Forgivable trades funding and the Curtis scholarship

The Vermont Trades Tuition Benefit Program is a forgivable loan, not a grant. For 2026-27 it covers tuition up to $23,000, plus initial licensing and exam fees, in industry-recognized certificate or non-degree programs. Eligible fields include building, mechanical, industrial and medical trades, emergency services, energy, transportation, broadband and robotics 8. You owe nothing if you work full time in Vermont in the field for one year after licensure for each year of funding. If you do not, you repay it 78. Vermont residency is not required, but Vermont-based programs get preference. Unemployed applicants must register with the Department of Labor 8. Apply through the Unified Scholarship Application in MyVSAC. The postmark deadline is February 10, 2027, and funds go first-come, first-served 8. The Curtis Credential of Value Scholarship pays up to $3,000 for short-term certificates, but only when a VSAC education counselor nominates you 7. VSAC’s Rural Health Transformation Tuition Benefit Program has no money left for 2026-27. Applications for 2027-28 open October 1, 2026 7.

Pell, Workforce Pell and the new cost-of-attendance rule

For July 1, 2026 to June 30, 2027, Pell runs from $740 to $7,395. Applicants with an SAI of $14,790 or more cannot receive Pell 13. Since July 1, 2026, you also lose Pell if non-federal grants and scholarships equal or exceed your cost of attendance 15. That matters at CCV, where Pell, the Vermont Grant and 802Opportunity can together cover the whole bill 4.

Workforce Pell pays for programs of 8 to 14 weeks and 150 to 599 clock hours. Each program must have at least 70% completion and job placement, be certified by the governor and be approved by the U.S. Department of Education 14. Students who already hold a bachelor’s degree can use it. Direct Loans, work-study and FSEOG are not available, but WIOA money can be combined with it 14. As of October 20, 2026, none of the Vermont agency and college pages we checked (VSAC, CCV, Vermont State University, the Department of Labor) list a Vermont program approved for Workforce Pell. Ask your school’s aid office before you count on it.

Training funds through Vermont’s 12 job centers

Vermont is a single-area state under WIOA. There are no regional workforce boards. The Vermont Department of Labor administers adult, dislocated worker and youth training funds directly through 12 American Job Center locations 910. Burlington, at 63 Pearl Street, is the comprehensive center. Barre, Bennington, Brattleboro, Middlebury, Rutland, St. Albans and St. Johnsbury are affiliates. Morrisville, Newport, Springfield and White River Junction are satellites 9. WIOA adult funds go first to public assistance recipients, low-income people and people who are basic-skills deficient 10. Reach Up families should mention it (see /vermont/cash-assistance/).

The money comes as an Individual Training Account. It pays a provider you choose from the state Eligible Training Provider List, and the state may limit the amount or length of training 1112. Vermont’s June 2026 plan says the state will review its ITA policies and plans to expand paid On-the-Job Training. It publishes no ITA dollar cap, so ask your job center counselor for the current limit 10.

Applying in Vermont for 2026-27 and 2027-28, step by step

  1. Open a MyVSAC account

Register at vsac.org with a non-school email address and set up multi-factor authentication 3. One account covers grants and VSAC scholarships every year 3.

  2. File the FAFSA, or a Pathway form instead

List your college. If you cannot file the FAFSA, mail VSAC the Vermont Grant Pathway application for your school year 12.

  3. Submit the Vermont Grant application right away

In MyVSAC, choose Work with Grants, then Apply for a Vermont Grant. Have your Social Security number, your early college status and your family’s income, asset and home equity figures ready. One parent must sign if parent information is required 1. Early filing matters because there is no deadline to protect you 1.

  4. Clear your To-Do List

Upload tax returns and W-2s in MyVSAC rather than by email. Expect up to 3 business days to log them and 7 to 10 to review them 1.

  5. Enroll and register

Apply to CCV or Vermont State, if you are using those programs, and register for classes. VSAC pays your school after it confirms your enrollment 146.

  6. For non-degree or trades training, use the other forms

Use the Advancement Grant application for a short course. Use the Unified Scholarship Application by February 10, 2027 for the Trades Tuition Benefit 18.

  7. For WIOA, call a job center

Call (802) 828-4394 or walk in at a job center. Choose a program on the Eligible Training Provider List, and bring your Pell and VSAC award letters so staff can coordinate funding 911.

  8. Fix errors or ask for review

Write or email VSAC to correct an application rather than filing a new one, and ask for a recalculation if your income has dropped 1. You must reapply every year 1.
