Massachusetts layers its state aid by the type of college you attend. The Office of Student Financial Assistance (OSFA) at the Department of Higher Education pays MASSGrant to Pell-eligible full-time students at public, private, proprietary, nursing and vocational schools. It then adds two last-dollar programs that only work at public colleges: MassEducate (free community college) and MASSGrant Plus at UMass and the nine state universities 136. Each one is awarded by your college’s financial aid office from your FAFSA or MASFA. Nobody applies to OSFA directly.
To qualify for any of them, you must be a U.S. citizen, permanent resident or Title IV-eligible noncitizen who has physically lived in Massachusetts for at least one year before the term starts, or hold a status approved by the Board of Higher Education under the 2023 tuition equity law (Section 9 of Chapter 15A, amended by Chapter 28 of the Acts of 2023) 1. You also cannot be in default on a student loan or owe a refund of earlier state aid, and you must meet your college’s satisfactory academic progress rules 1.
The 2026-27 MASSGrant chart: $500 to $2,590 by SAI and school type
MASSGrant is set by a Board of Higher Education index, not by your college’s cost. The two inputs are your Student Aid Index (SAI) and the type of school you attend 1. You must be eligible for a Pell Grant in the same year. MASFA filers qualify instead if their state-calculated SAI is no higher than 14,790 1.

Source: OSFA final payment schedule dated August 2026 2. Out-of-state means approved colleges in Vermont, Pennsylvania and the District of Columbia, which have reciprocity agreements with Massachusetts 1.
MASSGrant is full-time only, meaning at least 12 credits per term. It pays for up to 8 semesters toward a four-year bachelor’s degree, 6 toward a three-year degree, 4 toward an associate degree and 2 for a certificate. A written appeal can add one more year 1. Clock-hour programs, common at trade and cosmetology schools, need 24 hours a week and 320 hours in each half-year (July to December, January to June) for each payment 1. OSFA pays the grant to your school in fall and spring installments. If you drop below full time or withdraw, the college must return it 1.
MassEducate and MassReconnect: tuition-free community college at all 15 campuses
MassReconnect started with students 25 and older. MassEducate extended free community college to Massachusetts residents of any age and income 5. Both run under one set of 2026-27 Free Community College guidelines. The grant equals your tuition and fees minus all federal and state grant aid, so it fills whatever Pell and MASSGrant leave unpaid 6. You need at least 6 credits a term in a certificate or associate program, and you cannot already have a bachelor’s degree. If you already have one associate degree, you can be funded for one more 6.
Time limits are 6 semesters full-time or 10 part-time for an associate degree, and 4 full-time or 8 part-time for a certificate 6. New for 2026-27: courses that meet initial training requirements for EMT and paramedic certification are covered for up to 2 semesters, without the degree and minimum-credit rules 6. Programs costing more than 150% of the college’s average tuition and fees may need annual DHE approval 6.
Lower-income students also get cash for other costs. The Allowance and Support Award goes to Pell-eligible students or those with an SAI at or below $20,000 6:
| Credits per semester | Yearly maximum | Semester maximum |
|---|---|---|
| 12 or more | $1,200 | $600 |
| 9 to 11 | $900 | $450 |
| 6 to 8 | $600 | $300 |
| 5 or fewer | $400 | $200 |
A second allowance of up to $1,200 may come from MASSGrant Plus if funds allow 6. OSFA’s student page summarizes it as both allowances up to about $85,000 of family income, one allowance from $85,000 to $100,000, and tuition and fees only above $100,000 5.
MASSGrant Plus at UMass and the state universities
MASSGrant Plus is the four-year version. It covers students at UMass Amherst, Boston, Dartmouth and Lowell and the nine state universities, from Bridgewater to Worcester State, who fall within the Pell SAI range 3. The award equals tuition and fees minus all other non-loan aid. It does not cover room and board 3. The minimum load is 6 credits, and a bachelor’s degree can be funded for up to 10 semesters full-time or 14 part-time 3. The allowance works like the community college version: $1,200 a year at 12 or more credits, $900 at 9 to 11 credits and $600 at 6 to 8 credits. The board cut it to $1,000 in September 2025, then restored $1,200 on November 25, 2025 3.
MASSGrant Plus Expansion reaches students who just miss Pell. It requires an SAI of $15,000 or less and full-time study toward a bachelor’s degree, and pays half of the tuition and fees left after other grants 4. OSFA still links the 2025-26 Expansion guidelines, so confirm the 2026-27 terms with your aid office.
Private colleges and part-time students: Gilbert Grant and Part-Time Grant
At private nonprofit colleges and hospital nursing schools, the Massachusetts Gilbert Matching Student Grant pays $200 to $2,500 a year. It requires full-time enrollment and need under program rules, and the college sets its own application deadline 9. Students taking 6 to 11 credits at an accredited Title IV school can be considered for the Massachusetts Part-Time Grant. It starts at $200 and tops out at an amount that depends on the school type 10. Both come from campus allocations, so filing early matters.
MASFA: the state form for students who cannot file the FAFSA
The Massachusetts Application for State Financial Aid (MASFA) is for students who cannot file the FAFSA. To use it, you must not be in the U.S. on a visa listed in 8 U.S.C. 1101(a)(15)(A) to (S), you must have attended three years of high school (or district-approved homeschooling) in Massachusetts, and you must have earned a Massachusetts diploma, GED or HiSET 7. It is online only, through a MASSAid account. Use a computer and a personal email address, not a phone or a school email 7. The 2026-27 form uses 2024 tax information, lets you list up to 10 colleges, and stays open until June 30, 2027 8. Parents do not create accounts or sign, but dependent students must enter their information 8. Filing both the FAFSA and the MASFA delays processing and can reduce your state award 7. For help, email [email protected].
Pell and the pending Workforce Pell pilot in Massachusetts
The federal Pell Grant ranges from $740 to $7,395 for 2026-27. Students with an SAI at or above $14,790 cannot receive it, which explains where the MASSGrant chart stops 11. Workforce Pell extends Pell to programs of 8 to under 15 weeks and 150 to 599 clock hours. Programs need 70% completion and placement rates, and people with a bachelor’s degree can use it 12. In Massachusetts, the Executive Office of Education screens programs, the Governor certifies them with the MassHire State Workforce Development Board, and the U.S. Department of Education gives final approval 12. The FY27 pilot application round has closed and is limited to targeted occupations. As of the state’s October 2026 page, no approved program was listed, and the state warns that Workforce Pell will usually not cover a program’s full cost 12.
MassHire Career Centers, ITAs and the Training Opportunities Program
For training outside a degree, WIOA money comes through MassHire Career Centers. MassHire Downtown Boston describes training grants of up to $8,000. To qualify, you must be a dislocated worker or income-eligible (for example, receiving SNAP, SSI or TANF), 18 or older, authorized to work, and hold a Social Security number and Massachusetts ID. Your highest education must be a high school diploma, GED/HiSET or associate degree 13. Caps differ by region. Metro North pays up to $6,000 for skills training or $8,000 for combined education and skills training 14. Only programs marked “ITA” for your region in JobQuest’s Locate Training search qualify 13.
If you are collecting unemployment, the Department of Unemployment Assistance’s Training Opportunities Program (Section 30) can extend benefits up to 26 weeks during full-time approved training. You must apply within your first 20 weeks of benefits, and approval takes 3 to 4 weeks 13. The Career Technical Initiative is a separate option for unemployed and underemployed adults: Commonwealth Corporation funds evening and weekend skilled-trades and manufacturing training at Chapter 74 vocational high schools, at up to $10,000 per trainee in Round 11 15.
Getting state aid for 2027-28 in Massachusetts, step by step
Choose FAFSA or MASFA, never both
File the 2027-28 FAFSA if you are eligible. Otherwise file the MASFA once OSFA posts the 2027-28 version 7.
File by spring
The 2026-27 program guidelines required the FAFSA or MASFA by June 30, 2026, while the MASFA guide named May 1, 2026 as the priority date. OSFA had not posted 2027-28 dates when this guide was checked, so aim for May 1, 2027 18.
Prove residency to the college
Send the documents it asks for showing one year living in Massachusetts, or Massachusetts high school completer status for MASFA filers 7.
Answer verification requests
The aid office confirms your SAI, credit load, and that you have no earlier degree. A signed affidavit is acceptable if old transcripts cannot be found 16.
Check the award letter for each layer
Look for Pell, then MASSGrant if you are full-time, then MassEducate or MASSGrant Plus at a public college, plus any allowance 236.
For short-term training, visit a MassHire Career Center
Bring ID, income proof and work history. Pick a program approved for ITA funding in your region, and ask about TOP if you receive unemployment 13.
Appeal when needed
Each program allows one extra year by written appeal for extenuating circumstances. MASFA filers without parent information may appeal with documentation of abandonment, estrangement or similar situations 18.
