Maine splits its grant money between two agencies that work on different calendars. The Finance Authority of Maine (FAME) runs the need-based Maine State Grant Program for undergraduates of any age, and it uses only the FAFSA 1. The Maine Department of Labor runs the Competitive Skills Scholarship Program and WIOA training through its CareerCenters for adults retraining for specific jobs 8. Between them sits the Maine Community College System’s Free College Scholarship. It is a last-dollar tuition award: it pays what is left after the State Grant and Pell 4.

How FAME awards the $2,500 Maine State Grant in 2026-27

For 2026-27 the Maine State Grant is a flat amount, not a scale tied to cost. Full-time students get up to $2,500. Students enrolled at least half time but less than full time can get up to $1,250 1. Under FAME’s rule, full time means 12 credit hours a semester and part time means at least 6, unless your college defines enrollment differently 2. Your Student Aid Index (SAI) must be 10,000 or less. FAME says this cutoff depends on available funding and may change at any time 1. Students with the lowest SAI get priority when money is tight 2.

The grant pays for a first undergraduate certificate, associate degree or bachelor’s degree. It is limited to Maine public and private colleges and technical schools that take part in federal aid 1. FAME’s rule counts a certificate program only if it lasts at least one year 2. If you study out of state, you are not eligible. The one exception is the New England Board of Higher Education’s Tuition Break program, which can carry the grant to an approved out-of-state program 1. FAME pays your college, which confirms your eligibility each year 1. A State Grant cannot be awarded if it would reduce your institutional or other grant aid 2.

The FAFSA is the whole application, and you must refile it every year. For 2026-27 the state deadline was May 1, 2026 13. FAME extended the 2025-26 deadline to July 31, 2025, and had not posted a 2027-28 date when we checked on October 20, 2026 1.

Residency, semester limits and Maine’s adult-learner rule

FAME’s Chapter 601 rule sets the residency test. Independent students must have lived in Maine for at least one calendar year before they start college. For dependent students, a parent or legal guardian must meet that test 2. Moving to Maine to attend school does not establish residency. FAME weighs evidence such as a Maine home, driver’s license and resident tax returns 2. Active-duty military stationed in Maine and their dependents count as residents, provided they cannot get aid from another state 2. If FAME denies your grant on residency grounds, you or your college can ask FAME’s chief executive officer to reconsider. The written request must arrive within 20 days of the notice, and that decision is final 2.

You must also be a U.S. citizen or eligible noncitizen. You need a high school diploma or an equivalent such as a GED, and you cannot be in default on, or owe a refund of, any education grant or loan 2. Most students can receive the grant for up to 10 semesters. The rule gives adult learners 12 semesters. An adult learner is someone who is 24 or older on January 1 of the year they start or return to school and who has not received the grant in the three prior academic years 2.

Free College Scholarship at Maine’s seven community colleges

On April 10, 2026, Governor Mills signed the FY 2026-2027 supplemental budget, which moved the Free College Scholarship into the state’s baseline budget for future high school graduates 6. It covers Maine residents who earned a high school diploma or equivalent (GED or HiSET) in 2024 or later. You do not need to have graduated from a Maine high school, but you must have lived in Maine for the full year before admission and while enrolled 4. There are no income or age limits. You must enroll in a degree or certificate program and accept all state and federal grant aid you qualify for first 4.

Source: Maine Community College System 4. MCCS puts the tuition savings at almost $3,000 a year. Full-time study is encouraged but not required 4.

Because it is last-dollar, students with full Pell and the State Grant may not draw on it at all, and their leftover grant money goes to fees and books 4. There is no separate scholarship form. You apply to Central Maine, Eastern Maine, Kennebec Valley, Northern Maine, Southern Maine, Washington County or York County Community College, and MCCS assigns you an advisor 4.

Maine students who cannot file the FAFSA

Maine has no state alternative to the FAFSA for the Maine State Grant. The FAFSA is the only application, and the rule limits the grant to U.S. citizens and eligible noncitizens 12. Two other programs work without one. FAME says students who cannot file a FAFSA because of citizenship status or another reason are still eligible for the Free College Scholarship through an advisor at the college they plan to attend 5. The Department of Labor says work authorization is not a CSSP eligibility requirement 8. However, the CSSP program introduction asks participants to file a FAFSA, so ask your CareerCenter case manager how this applies to you 9.

Competitive Skills Scholarship: Maine DOL’s grant for adult career training

CSSP is a grant, not a loan, created by a 2007 Maine law and funded from a small share of employers’ unemployment insurance contributions 9. It pays for associate degrees, bachelor’s degrees or employer-recognized credentials that lead to jobs on the department’s High-Wage In-Demand occupation list 89. Your program must be on the state’s approved provider list or at a school accredited by an agency the U.S. Department of Education recognizes 9. To qualify you must be at least 18 or a high school graduate and live in Maine. You also cannot already have a marketable postsecondary degree, and your household income must be below 275% of the federal poverty level 8.

CSSP household income limits (chart effective September 24, 2025)
Household size Income in the last 4 weeks Annual equivalent
1 $3,311 $43,037.50
2 $4,474 $58,162.50
3 $5,638 $73,287.50
4 $6,801 $88,412.50
5 $7,964 $103,537.50
6 $9,128 $118,662.50

Eligibility is based on your household income in the four weeks before you apply 9.

CSSP pays up to $10,000 a year for full-time students and $5,000 for part-time students, after all other grant aid has been applied (student loans are not counted) 89. Beyond tuition and required books and tools, it can cover child care, a computer, mileage at $0.54 a mile when class is more than 10 miles away, and auto repairs up to $1,000 a year 9. Full-time students with household income at or below 175% of poverty who pay their own room and board can also get a training stipend, currently $902 a month 9. Funding lasts up to 6 years for a bachelor’s degree, 3 years for an associate degree and 18 months for a one-year certificate 9. The department takes applications only during open periods, and how many people it accepts depends on funding. The application was open as of October 2026 8.

WIOA training money from Maine’s three local workforce boards

WIOA Individual Training Accounts come from three local boards, each covering a fixed group of counties 10. Each board sets its own cap on top of the federal rules, and every board expects Pell and other grants to be applied first 111213.

WIOA ITA limits by Maine local area
Local board Counties ITA limit
Northeastern Workforce Development Board Aroostook, Hancock, Penobscot, Piscataquis, Washington Up to $9,000 in tuition over your whole enrollment (policy revised June 18, 2026)
Central Western Maine Workforce Development Board Androscoggin, Franklin, Kennebec, Oxford, Somerset Up to $9,000 for short-term training, $12,000 for semester- or module-based training
Coastal Counties Workforce, Inc. Cumberland, Knox, Lincoln, Sagadahoc, Waldo, York $4,000 maximum; the service provider can request a waiver

Sources: PY15-09 regions policy and each board’s ITA policy 10111213. Exceptions above the cap need approval from the board’s director or management, and all payments depend on available funds 111213.

The program must be on the Eligible Training Provider List that Coastal Counties Workforce and the Maine Department of Labor maintain 13. Coastal Counties also requires that your training lead to a wage above what you could earn without it, and that you cannot get enough grant aid elsewhere to pay for it 13.

Alfond Center half-tuition, short-term awards and Workforce Pell in Maine

The Harold Alfond Center’s Workforce Scholarship pays half of tuition for working Mainers enrolled in 11 or fewer credits. It covers up to two courses a semester and six a year, at $212 per three-credit course. You must have a high school diploma or equivalent and apply through an Upskill Maine account 7. For 2026-27, a $5 million U.S. Small Business Administration grant also pays a $2,400 student award to more than 600 students. To get it, you take a short-term manufacturing class (welding, machining, CNC, quality assurance and similar) at Central Maine, Southern Maine or York County Community College 7.

The federal Pell Grant runs from $740 to $7,395 for July 1, 2026 to June 30, 2027 15. Workforce Pell extends Pell to programs of 150 to 599 clock hours that last 8 to 14 weeks and meet 70% completion and job-placement rates 14. Maine’s State Workforce Development Board reviews college applications quarterly: programs submitted by November 13, 2026 go to its December 11, 2026 meeting, with more rounds in March and June 2027. The governor certifies programs and the U.S. Department of Education gives final approval 14. As of October 20, 2026, no Maine program had federal approval; the board will post approved programs on its Workforce Pell page 14.

Stacking Maine aid for 2027-28, step by step

  1. File the 2027-28 FAFSA early

Free College and CSSP use it too 49. With no 2027-28 date posted yet, aim for the May 1 date used for 2026-27 13.

  2. List a Maine college and check your SAI

Your college compares your SAI with FAME’s 10,000 cutoff and your credit load with the 12-credit and 6-credit thresholds 12.

  3. Answer residency questions quickly

If your college or FAME questions your Maine domicile, gather proof such as your Maine license, deed and resident tax returns. You have 20 days after a denial to ask FAME’s chief executive officer to reconsider 2.

  4. Apply to a community college if you graduated in 2024 or later

The Free College Scholarship is applied automatically after Pell and the State Grant. Note your class’s enrollment deadline 4.

  5. For career retraining, visit a CareerCenter

Ask about CSSP and WIOA together. Bring proof of your income for the last four weeks and of your household size, and choose an occupation on the High-Wage In-Demand list and a program on the provider list 8913.

  6. Keep your awards active

Refile the FAFSA every year for the State Grant 1. CSSP participants must check in with their case manager every month and send grades at the end of each semester 9.
