Maine TANF cash assistance for single parents and families (2026)
From Oct. 1, 2026, the Maine DHHS Office for Family Independence (OFI) pays a single parent with two children up to $943 a month in TANF cash, and state law raises that figure each October by the Social Security cost-of-living increase. Families can hold up to $10,000 in assets and keep one vehicle for each licensed driver.

Income limits
TANF standard of need (adult included): Countable monthly income after Maine's $108 + 50% earnings disregard and child care deduction, effective Oct. 1, 2026 (FFY 2027).2
| Household | 1 | 2 | 3 | 4 | 5 | 6 | 7 | 8 |

| Per month | $512 | $805 | $1,078 | $1,356 | $1,630 | $1,905 | $2,182 | $2,459 |
Add $276 for each person above 8. Income at or below these figures after disregards passes the test; it is not a gross income limit.
Maine runs TANF as one statewide program. OFI eligibility workers decide every case under the Maine Public Assistance Manual (10-144 C.M.R. Chapter 331), and ASPIRE-TANF, the state’s work program, refers parents to the contractor Fedcap Families for orientation and career planning 14. State law ties the grant to Social Security. In October 2024 Maine raised maximum payments by 20% over their Jan. 1, 2024 level, and each Oct. 1 since then it has added the Supplemental Security Income cost-of-living percentage 6. TANF Rule #127A, adopted Aug. 5, 2026, put the 2026 increase into the chart that took effect Oct. 1, 2026 3.
What Maine’s FFY 2027 chart pays each month
The basic maximum grant is what a family with no countable income receives. “Adult included” means a parent or caretaker is part of the grant. “Child only” covers, for example, a grandparent who is raising a child but not receiving aid personally 2.
| People in grant | Adult included | Child only |
|---|---|---|
| 1 | $448 | $267 |
| 2 | $705 | $509 |
| 3 | $943 | $750 |
| 4 | $1,187 | $986 |
| 5 | $1,425 | $1,232 |
| 6 | $1,665 | $1,471 |
| 7 | $1,908 | $1,713 |
| 8 | $2,150 | $1,950 |
Each additional person adds $241 to the maximum. For FFY 2026 (October 2025 to September 2026) the parent-plus-two figure was $917 2.
On top of the basic grant, a family can get a Special Need Housing Allowance of up to $300 a month. To qualify, rent or lot rent, mortgage, property taxes and homeowners insurance must equal half or more of the family’s TANF grant, countable income and child support combined. You do not file a separate application, because the TANF application counts as the request 15. The first month is prorated from the application date using a percentage table, benefits are rounded down to the dollar, and a result under $1 is not paid 1. OFI pays by direct deposit, by EBT card or by check, and a creditor cannot attach the payment 1.
How OFI turns your paycheck into a grant amount
Maine compares income with a standard of need that sits above the maximum grant. For a parent with two children it is $1,078 a month, $135 more than the $943 maximum 2. To calculate countable income, OFI subtracts $108 and then half of the rest of each worker’s earnings. It also deducts child care paid for work, up to $175 a month per child or $200 for a child under 2 1. If countable income is above the standard of need, the application is denied. If it is at or below it, the grant is the standard of need minus countable income, up to the maximum 1.
Here is a worked example using those rules: a parent of two who earns $1,000 a month with no child care cost has $446 in countable income ($1,000 minus $108, halved). That leaves a grant of $632 ($1,078 minus $446). Under the same formula, gross earnings above about $2,264 a month push a family of three over the standard of need at application.
After approval, a parent who starts a job or gets a raise while taking part in ASPIRE can get the Step disregard. It ignores 100% of the new earnings for three months and then 75% for three more months, whenever that produces a bigger grant 15. Child support goes to the state, but OFI passes the first $50 a month collected through to the family and does not count it. When collections exceed the gap between the maximum grant and the standard of need, the family can also receive a “gap” payment 1.
Assets: Maine’s $10,000 limit and what it ignores
State law sets the TANF asset limit at $10,000 per family and exempts one vehicle for each licensed driver 5. The manual also excludes the home you live in and its lot, household goods, and student aid that is needed for school costs. Cash, bank accounts, cryptocurrency, stocks and retirement accounts count 1. A one-time lump sum such as an inheritance or an injury settlement is treated as an asset in the month you receive it, not as income 5.
The family contract, ASPIRE-TANF and Fedcap Families
To get TANF you sign a Family Contract. It commits you to cooperate with child support and to take part in ASPIRE-TANF. If you refuse to sign it or follow it, the benefits for the adult who is not complying end 111. Each parent who is required to take part must finish an orientation within 30 days of applying, or within 60 days if something outside their control gets in the way 1. Fedcap then assesses your skills and writes a Career Plan, which is also called the Family Contract Amendment. ASPIRE can pay for child care, gas, car repairs, auto insurance, school fees, books and supplies 4.
Hours under the ASPIRE rules 7:
- Single parent of a child under 6: an average of at least 20 hours a week.
- Other one-parent households: at least 30 hours a week in countable work activities.
- Two-parent families: 35 hours a week combined, or 55 hours if federal funds pay for child care.
A single parent who is personally caring for a baby under 1 is exempt, but only for 12 months in a lifetime. Parents under 20 without a diploma cannot use that exemption. Parents receiving SSDI and parents needed at home to care for a disabled household member are also exempt 1. A sanction removes only the noncomplying adult’s share of the grant until that adult complies, and the children’s benefit continues 1. You have five working days after a noncompliance notice to claim good cause. Good cause includes illness, a court date, domestic violence, or lack of child care or transportation when no reasonable alternative exists 1. OFI may not sanction a single parent of a child under 6 who cannot find suitable, affordable child care 7.
Alternative Aid, Emergency Assistance and Parents as Scholars
Alternative Aid Assistance is Maine’s diversion option. A family that qualifies for TANF and is working or looking for work can take vendor payments worth up to three months of its TANF grant instead of monthly cash. The payments can cover car repairs, child care, uniforms or a housing problem 111. Its gross income test is 133% of the federal poverty level, which works out to about $3,028 a month for a family of three under the 2026 guidelines 113. Alternative Aid does not require ASPIRE, a TANF orientation or assignment of child support, and it does not count toward the 60-month limit. You can receive it once in any 12 months. If you then go on TANF during the same three months, you must repay the overlap 1.
Emergency Assistance pays vendors once in 12 months, within one 30-day window, for families with a child under 21 or a pregnant woman in her third trimester. Income must be below 100% of the poverty level, or the family must receive TANF, SSI or SNAP. The overall cap is $600 per family. Within that cap, eviction or back-rent help is limited to $250, utility arrears to $150, and heating, chimney, septic or well repairs to $500 1. OFI decides an EA application within 10 working days 1.
Parents as Scholars gives TANF-eligible parents the same monthly cash while they earn a 2- or 4-year degree. Enrollment is capped at 2,000, and parents who already have a marketable bachelor’s degree cannot join 121. For the first 24 months you need an average of 20 hours a week of classes, study or work-site activity 1.
Maine’s 60-month clock and how extensions work
Maine limits TANF and PaS cash to 60 months in a lifetime, and months on cash assistance in any other state count toward that limit 15. Months on Alternative Aid, Emergency Assistance, ASPIRE support services or transitional benefits do not count. Neither do months when a child lives with a non-parent relative who is not on the grant, or with a parent who receives SSI 1. You get an extra month for each month you receive the 100% or 75% Step disregard 51.
At least 120 days before your 60th month, OFI must offer you a pre-termination conference. If you ask for it within 10 days of the notice, benefits continue until it is held 15. Hardship extensions last up to six months at a time and can be renewed. They cover domestic violence, disability, caring for a disabled family member, approved education or training, working at least 20, 30 or 35 hours a week depending on the household, a last-trimester pregnancy (once), loss of a job after 12 months of work, and emergencies such as eviction 1. Families who leave TANF because of higher earnings can get Transitional Child Care if their gross income is at or below 250% of the poverty level, and Transitional Transportation for up to 18 months 5.
Applying through My Maine Connection, step by step
Pick a way to apply
Apply online at My Maine Connection, mail the paper application to OFI, 114 Corn Shop Lane, Farmington, ME 04938, e-mail it to [email protected], fax it to (207) 778-8429, or apply in person at a DHHS district office 4. The same paper form covers SNAP, MaineCare, Emergency Assistance and Alternative Aid 8.

OFI verifies all income received in the four weeks before you apply. It also needs bank statements, rent or mortgage bills (for the housing allowance) and child care costs 1.
Complete the interview and sign the Family Contract
OFI explains ASPIRE, PaS, Alternative Aid and the domestic violence good cause rules during this interview 1.
Send verifications by the due date
The due date is at least 10 days after OFI asks. With good cause, OFI can keep the application open another 30 days 1.
Attend the ASPIRE orientation with Fedcap
OFI decides eligibility only after both the interview and orientation are done 14.
Watch for the written decision
Appeal in time
Ask for a fair hearing orally or in writing within 30 days of the action. If you ask within 10 days of a cut or closure notice, your benefits continue at the old amount until the decision, which is due within 60 days 1.
After approval, report changes in income, household or address within 10 days, and complete a review at least every 12 months 1. For questions, call 1-855-797-4357 and choose the TANF line 4.
Child support through DSER when you receive TANF
TANF applicants assign their child support rights to DHHS. They must help locate the other parent and establish paternity, and they must forward any support they receive directly once TANF begins 1. If you do not cooperate, your share of the grant is removed, or the grant is cut by 25% if that is larger, unless you have good cause. Good cause includes domestic violence, a child conceived through sexual assault, or a pending adoption 1. The Division of Support Enforcement and Recovery opens a case automatically for TANF families. Parents who are not on TANF can apply online or by mail with the child’s birth certificate and any court order. The Case Initiation Unit is at (207) 624-4100 910.
