Oklahoma TANF cash assistance for single parents and families (2026)

Under the July 1, 2026 standards in Oklahoma Human Services (OKDHS) Appendix C-1, TANF pays a single parent with two children at most $292 a month. To qualify, gross income must stay under $1,193 a month and countable resources at or below $2,250. Every work-eligible adult also joins the TANF Work program from the day they apply.

Key takeaways

  • On the July 1, 2026 chart, the most Oklahoma TANF pays a single parent with two children is $292 a month, which is 45% of the state's $645 need standard 1.
  • Gross income for a family of three must stay below $1,193 a month, and countable resources must be $2,250 or less, not counting the home and $5,000 of equity in one vehicle 110.
  • Diversion Assistance can pay a working parent up to four months of the payment standard at once ($1,168 for three people), but only once in a lifetime and with no TANF for the next 12 months 81.
  • Each work-eligible parent must log an average of 30 hours a week of TANF Work activities, or 20 hours if a single parent has a child under 6 6.
  • Oklahoma uses the federal 60-month lifetime limit and counts every month on TANF nationwide; seven types of hardship extension can continue a grant past it 45.

Income limits

TANF (gross income test): 185% of the Oklahoma need standard (gross income must be below these amounts), effective July 1, 2026.1

Oklahoma runs TANF statewide through Oklahoma Human Services (OKDHS). Workers in county Human Services Centers take applications, interview applicants and run the TANF Work program. All of them follow the TANF rules in Chapter 10 of Title 340 of the Oklahoma Administrative Code, plus Appendix C-1, which sets the dollar figures 24. The cash is a flat grant. It is meant to cover food, clothing, medicine, personal items, shelter, utilities and household equipment, and it is paid by debit card or direct deposit 43. A family on TANF also gets SoonerCare (Medicaid) and child care subsidy with a $0 copay 2. The current Appendix C-1 is dated July 1, 2026. Its TANF need and payment standards are the same as in the July 1, 2023 edition attached to the state plan 13.

Reading Schedule IX: Oklahoma’s need and payment standards

Oklahoma sets a “need standard” for each family size. It pays a “payment standard” equal to 45% of that need when an adult is in the grant, or 54% when only children are covered 1. Gross income has to be below 185% of the need standard. That ceiling is shown in the income table on this page 13.

TANF monthly payment standards by household size, Appendix C-1 Schedule IX (July 1, 2026)
Household size Need standard (with adult) Maximum grant, adult included Maximum grant, children only Emergency Assistance standard (adult included)
1 $398 $180 $104 $90
2 $499 $225 $205 $113
3 $645 $292 $289 $146
4 $798 $361 $373 $181
5 $933 $422 $448 $211
6 $1,068 $483 $526 $242
7 $1,203 $544 $593 $272
8 $1,323 $598 $658 $299
9 or more $1,436 $650 $720 $325

Scroll the table sideways to see every column.

In the children-only column, the household size is the number of children. A child-only case covers children whose caretaker is not in the grant, such as a grandparent who does not ask to be included in the grant. Its gross income ceiling is lower: $987 a month for three children 1.

A pregnant woman with no other children can get TANF as a one-person household until the baby is born. This expansion took effect with the December 2023 state plan 3. The first month’s grant is prorated from the application file date 3.

How OKDHS counts a paycheck

Each worker’s earnings get two exemptions, in this order 9:

  1. Standard work expense

    OKDHS subtracts $240 a month if you work at least 30 hours a week, or $120 if you work fewer hours.

  2. Half of the rest

    OKDHS then subtracts one-half of the remaining earnings.

  3. Dependent care

    OKDHS deducts what you actually pay for licensed or approved care, up to $200 a month for a child under 2 and $175 for an older child or an incapacitated adult.

Here is an example. A parent of two earns $800 a month working 32 hours a week. That is under the $1,193 gross ceiling. After the $240 deduction and the one-half deduction, $280 counts. Because $280 is below the $292 payment standard, the family passes the net income test. OKDHS weighs that $280 against the payment standard, so the monthly grant ends up far below $292 193. If net countable income reaches the payment standard, OKDHS denies the application 3.

Once you are on TANF and start a new job, the state plan describes a transitional period. During the first three months of the job, OKDHS disregards the new earnings, and it extends SNAP and child care support afterward 3.

Resources, the $5,000 vehicle rule and the drug screen

Countable resources have to be $2,250 or less per case. Your home is excluded, and so is up to $5,000 of equity in one vehicle. Any equity above $5,000 counts toward the $2,250 110. Other vehicles, boats, campers and motor homes count at their equity. The earned income tax credit part of a tax refund is exempt for 12 months 10.

State law (56 O.S. 230.52) requires adult applicants to complete the Substance Abuse Subtle Screening Inventory (SASSI). A high-probability or invalid result leads to a chemical drug test. A positive test does not end eligibility. Instead, substance abuse treatment or counseling becomes part of the parent’s TANF Work plan. Refusing the screening closes the case. Minor parents and child-only cases are exempt 3.

TANF Work hours, sanctions and Oklahoma’s 60-month clock

Work starts at application, not after 24 months 3. Work-eligible adults must average these hours 6:

  • 30 hours a week for most single parents;
  • 20 hours a week for a single custodial parent with a child under 6;
  • 35 hours for one parent and 30 for the other in a two-parent family where the children qualify because a parent is unemployed.

A single parent with a baby under 4 months old does not have to take part. This exemption is limited to 12 months over a lifetime 6. Activities that count include paid jobs, subsidized jobs, the Work Experience Program, Community Partnership, job search and job readiness, and up to 12 months of vocational training at a 2.0 GPA or better. A parent under 20 without a diploma meets the rule by attending school 6. Support services include daily participant allowances, work activity payments for items such as gas, and flexible funds once you have a job or a firm offer 3.

The sanction is strict. If you fail or refuse to participate without good cause, OKDHS closes or denies the cash grant. It does not reduce it 7. If you agree to participate within 60 calendar days of the closure, the worker can reopen the case after you complete an agreed activity 7. Other violations are handled by cutting the payment standard by 25% for each violation. These include refusing to cooperate with child support, not providing a Social Security number, a child missing school, and missing immunization records 11. Using the TANF card at a liquor store, casino, adult entertainment business or tobacco store has its own escalating penalty: a 25% cut for three months, then 35% for six months, then 50% for 12 months, and after that the parent is permanently ineligible 11.

Each head of household has a lifetime limit of 60 months, counted since Oct. 1, 1996 and including months in other states 45. OKDHS’s TANF Unit can approve a hardship extension for 5:

  • under-employment of 30 or more hours a week at minimum wage or more;
  • chronic under-employment;
  • a pending SSI or Social Security disability claim;
  • caring for a disabled child or spouse;
  • a diagnosed mental illness;
  • substance abuse treatment of 9 or more hours a week;
  • a training program you will finish in under 12 months.

If a family marries off TANF, it can keep its grant for up to three months to adjust, and those months count toward the 60 3.

Diversion Assistance instead of a monthly check

Diversion Assistance (DA) is a one-time payment made instead of TANF. It is for a parent who has a job or a genuine job offer and has an immediate financial need that, if not met, would cost them that job or keep them from accepting the offer 8. It can pay up to four months of the payment standard: $1,168 for a family of three. The money can come in more than one payment within 120 days of the application. OKDHS must decide within seven business days 81. DA’s income test is much higher than TANF’s. Under Schedule XVI, gross income can be up to $3,660 a month for three people, and resources must be $2,250 or less 1.

DA has costs to weigh against $292 a month:

  • you can get DA only once in your lifetime (counting from Feb. 1, 2022);
  • a child can be in only one DA payment during childhood;
  • you agree not to apply for TANF for 12 months 8.

DA does not count toward the 60-month clock. Families that have already used 60 months cannot get it 8. DA will not pay fines, court costs or bills you have already paid, and approvals depend on available funds 8.

Emergency Assistance after a disaster

TANF Emergency Assistance (TANF-EA) is narrower than its name suggests. It helps a family with children that suffered a major loss to its home in a natural disaster and was not protected by insurance 12. It can cover food, medicine, emergency home repairs or new shelter, utility reconnection (you need a written shutoff notice) and replacement clothing 12. OKDHS approves it only after other emergency sources have been ruled out, such as the Bureau of Indian Affairs, the VA, local agencies and charities 12. The payment cannot exceed the EA standard, which is half of the TANF payment standard: $146 for three people 1.

Applying through OKDHSLive and a Human Services Center

  1. Collect proof for everyone in the grant

    You will need Social Security numbers (or proof you applied for one), proof of citizenship or qualified-alien status, pay stubs, child support records, bank balances and vehicle loan payoffs. Children from kindergarten age through 18 must attend school, and children 2 months and older need immunization records 23.

  2. Apply online at OKDHSLive

    Choose TANF at okdhslive.org. You can instead file paper Form 08MP001E at your county Human Services Center or call (405) 522-5050. A TANF application also counts as a SoonerCare application 23.

  3. Do the interview

    You can do it in person, by video or by phone. Ask about Diversion Assistance at this point if you have a job and a short-term crisis 38.

  4. Sign the TANF Work/Personal Responsibility Agreement

    Your worker writes your employability plan, completes the SASSI screening and sets up child care for your activity hours 36.

  5. Watch for the decision

    OKDHS’s state plan commits to a decision within 30 days. Benefits are calculated from the date you applied, or from the date you became eligible if that is later 3.

  6. Appeal in writing within 30 days

    For TANF, OKDHS must receive a signed written hearing request within 30 days of the action you are appealing 13. If OKDHS is cutting or closing your grant, ask within 10 days of the notice to keep benefits during the hearing. If you lose the hearing, OKDHS will bill you for the benefits paid during that time 14.

Child Support Services and the TANF assignment

Cooperating with OKDHS Child Support Services (CSS) is a condition of TANF unless you have good cause. Refusing to cooperate cuts the grant by 25% 311. TANF families are referred to CSS automatically and do not file a separate application 15. CSS can also locate a parent, establish paternity and seek medical support for the children 315. Parents who are not on TANF can apply at okbenefits.org or mail Form 03EN001E to the Case Initiation Center. The CSS customer line is (405) 522-2273 15.
