Idaho TAFI cash assistance for single parents and families (2026)
The Idaho Department of Health and Welfare (IDHW) pays Temporary Assistance for Families in Idaho (TAFI) at a flat ceiling of $309 a month, whether the family has two members or eight, and an adult can draw it for only 24 months in a lifetime. That is less than half the federal 60-month clock.

Key takeaways
- TAFI pays at most $309 a month, and the ceiling is the same for a parent with one child as for a family of eight 12.
- An adult can receive TAFI for 24 months in a lifetime, and TANF months from other states since July 1997 count toward that limit 15.
- Earnings do not cut the grant dollar for dollar: IDHW counts 60% of gross pay against a size-based figure, $389 for a family of three 25.
- A third unexcused failure to meet work activity requirements makes the household permanently ineligible under the rule effective July 1, 2026 4.
- Relatives raising a child can get up to $309 a month for the child, and the relative's own income and resources are not counted 3.

Idaho runs TAFI as a single statewide program: IDHW’s Self-Reliance Programs staff take applications by phone or paper, decide eligibility and pay benefits on an EBT card or by direct deposit 12. There are no county welfare offices setting their own rules. Idaho made two choices that define TAFI. Its grant has a flat ceiling of $309 a month, and adults get 24 months of cash in a lifetime instead of the 60 months federal law allows 112.
Why every Idaho family tops out at $309
Most states raise the TANF grant with each added family member. Idaho does not. IDHW’s program page states a single maximum of $309 a month, and the TAFI rule printed in the 2025 Idaho Administrative Code fixed the maximum grant at that same figure 15. A single parent with two children and no income receives $309, minus any penalties. So does a parent with five children 5. The amount has not changed since that rule’s 2022 sections, and IDHW’s income chart is labeled as effective July 2002 25.
Two smaller rules affect the first check. The grant for the application month is prorated from the date you become eligible. If the calculated grant comes to less than $10, nothing is paid 5.
The Work Incentive Table and the 60% earnings count
What IDHW’s apply page calls the “monthly maximum” income by household size is the Work Incentive Table. The rule uses it to compute grants for families with earnings 25.
| Household size | 1 | 2 | 3 | 4 | 5 | 6 | 7 | 8 |
|---|---|---|---|---|---|---|---|---|
| Monthly amount | $309 | $309 | $389 | $469 | $547 | $628 | $708 | $787 |
Scroll the table sideways to see every column.
The 2025 rule edition lists $867 for 9 people, $947 for 10, and $80 more for each person after that 5.
For a household with earnings, IDHW starts from the table figure for its size. It then subtracts 60% of gross earned income and 100% of unearned income such as Social Security or unemployment benefits. The result is rounded down, and the grant is that amount or $309, whichever is lower 5. A household with only unearned income gets $309 minus that income 5.
Here is how that works for a parent with two children (household of 3). These are our calculations from the rule’s formula:
- With $100 in gross monthly earnings: $389 − $60 = $329, which is capped at $309.
- With $400 in earnings: $389 − $240 = $149.
- With $640 in earnings: $389 − $384 = $5. That is below the $10 minimum, so no grant is paid.
In practice, a family of three loses TAFI once gross earnings pass about $631 a month, if it has no other income.
What changed when IDAPA 16.03.08 was rewritten on July 1, 2026
Idaho’s administrative rule for TAFI used to run to dozens of pages. In the current Idaho Administrative Code, chapter 16.03.08 has a new title, “Federal Welfare Programs.” It covers both TANF and LIHEAP, and every section is dated July 1, 2026 4. The new text keeps the core conditions: residence in Idaho, child support cooperation, substance abuse screening, an Individual Responsibility Plan (IRP), and sanctions. It now says only that income and resources are counted “as determined by the Department,” with no dollar figures 4.
So the resource limit, the vehicle rule, the earnings formula and the one-time payment described in this guide come from the rule edition in force until that rewrite 5. IDHW’s 2026 web pages still publish the $309 maximum, the 24-month limit and the Work Incentive Table 12. They do not restate the resource limit or the one-time payment. The TANF State Plan for FY2026-FY2028, linked from the About TAFI page, is hosted on IDHW’s document server. That server could not be reached on Oct. 20, 2026 1. Before you count on any of those figures, ask your eligibility worker to confirm it.
Resources, vehicles and who must be counted
Under the rule edition in force through June 30, 2026, a household’s countable resources could not exceed $5,000 in any month. Resources included money, financial instruments, vehicles and real property 5. The home and its lot, household goods, personal effects, income-producing property and business equipment were excluded. One vehicle per adult was also excluded, starting with the most valuable one, and any other vehicles were valued under federal SNAP rules 5.
The household must include children under 18 and their siblings and half-siblings in the home, the parents, a married spouse, and a caretaker relative responsible for the child. A pregnant woman qualifies from the third trimester if she cannot work for medical reasons 4. Income of household members who are ineligible, such as some non-citizens, still counts 4. Under the 2025 rule, a child receiving SSI was left out of the household and that child’s SSI was not counted 5. An unmarried parent under 18 generally had to live with their own parents 5.
Twenty-four months, not sixty
TAFI’s lifetime limit for adults is 24 months 1. Under the 2025 rule text, if two adults are in the home, the adult with more months of assistance sets the household’s count. Any TANF month received in another state after June 30, 1997, counts toward Idaho’s 24, unless that state did not count it federally. Months spent in Indian country where at least half of adults were not employed did not count 5. Federal rules bar states from using federal TANF funds past 60 months, with hardship extensions for up to 20% of the caseload 12. Idaho’s own limit stops most families at 24.
The 2025 rule allowed Extended Cash Assistance (ECA) past 24 months, with no fixed end date. Every adult in the home had to meet one of two conditions. One was a physical or mental condition expected to last three months or more that ruled out earning 167% of the maximum grant (about $516 a month). The other was providing at least a month of in-home care for an ill or incapacitated child or spouse 5. Ask whether ECA is still offered if you are near month 24.
The IRP, CommunityCX coaching and the three-strike sanction
Every mandatory adult must negotiate and sign an Individual Responsibility Plan, and finish all application activities, before TAFI can be approved. The IRP replaced the Personal Responsibility Contract named in the earlier rule 45. The 2025 rule required adult applicants to do job search before approval. Once approved, adults could be assigned up to 40 hours a week of work activities. A single parent of a child under 6 was excused when suitable child care was not available 5.
Work services are delivered through IDHW’s Employment & Training (E&T) Program, operated by CommunityCX. It offers career coaches, resume help, GED and training referrals, child care help, and vouchers for transportation, clothing, tools and tuition. Coaches keep working with participants after they find a job. Contact CommunityCX at 866-777-3850 or [email protected] 61.
Penalties under the July 1, 2026 rule 4:
- Each unexcused failure to meet work requirements counts as an occurrence. The first makes the household ineligible for 1 month or until it complies, whichever is longer. The second makes it ineligible for 3 months or until it complies. After the third, the household is permanently ineligible.
- If an adult quit a job of 20 or more hours a week without good cause within 60 days before applying, the household is ineligible for 90 days.
- The grant is cut by $50 a month for each child 16 or older who does not meet work requirements, and by $50 for each school-age child who misses school.
- If paternity is not established within 12 months, the grant is cut by 50%.
The one-time cash payment instead of monthly TAFI
The 2025 rule offered a one-time cash payment in place of monthly TAFI. Applicant households could use it for any emergency need, and current participants could use it to get or keep a job. The amount was the actual need, up to three times the maximum grant ($927) 5. It came with costs. The household was ineligible for TAFI for the months the payment covered plus one more month for each of them. A participant also needed two months left on the 24-month clock for each month paid. It was available once in a lifetime in Idaho 5. IDHW’s 2026 pages do not describe the payment, so ask whether it is still offered when you apply 12.
Relative caretakers and the child-only grant
A grandparent, aunt, uncle, sibling, cousin or other relative raising a child can apply for the Relative Caretaker or Grandparent Grant. It pays up to $309 a month to help with the child’s costs. Only the child’s income and resources count toward eligibility, so a working grandparent can still qualify 34. The 2025 rule listed the qualifying relatives, including great-relatives, half-relatives, step-siblings and in-laws 5. Bring proof of the relationship, such as birth records, court papers, marriage or divorce records, school or baptismal records, or a statement from a parent 3.
Applying to IDHW by phone or paper, step by step
Gather documents
Have a photo ID, proof of income for everyone in the home, Social Security numbers, and immigration papers if they apply to you. Applicants must be U.S. citizens or qualified non-citizens 25.
Apply
Call 1-877-456-1233 for a live phone interview. You can also download the application and send it by email to [email protected], by fax to 1-866-434-8278, or by mail to Self Reliance Programs, PO Box 83720, Boise, ID 83720-0026 2.
Finish the screening and job search
IDHW gives every applicant a substance abuse screening notice and may require testing or treatment 4. Complete any job search you are assigned before approval 5.
Sign your IRP
Benefits cannot be approved until the plan is signed and all application tasks are done 4. IDHW does not publish a processing time. Under the 2025 rule, if you were denied for missing proof and more than 30 days had passed, you had to file a new application 5.
Set up payment and idalink
Benefits go on an EBT card (balance line 888-432-4328), or you can file the direct deposit form 17. Report changes in income, address or household through idalink 7. The 2025 rule set a 10-day deadline for reporting changes 5.
Appeal within 30 days
Mail, email or fax your appeal, or call 877-456-1233. To keep benefits while the appeal is pending, ask within 10 days of the notice date. If you lose, you will have to repay what you received during the appeal 8.
Child Support Services when you get TAFI
Before you can get TAFI, you must help IDHW Child Support Services find the other parent, establish paternity, and set and enforce a support order. Good cause covers rape or incest, a risk of physical or emotional harm, and having no information to give 4. Under the 2025 rule, the state kept collections up to the amount of TAFI paid 5. Parents not on TAFI can apply by phone at 800-356-9868 or by mail. The $25 application fee is waived for families getting DHW cash, SNAP or Medicaid, and court-action fees run from $120 to $575 91011.
