Kansas TANF cash assistance for single parents and families (2026)
The Kansas Department for Children and Families (DCF) pays TANF cash to a single parent with two children at a maximum of $386 to $429 a month, depending on which of four county shelter groups the family lives in. Those standards have been set in Kansas regulation since March 1, 1997. Kansas law caps an adult's TANF at 24 months, or 36 with a hardship extension.

Key takeaways
- A parent with two children and no income gets at most $386 a month in most Kansas counties and $429 in Douglas, Harvey and Johnson counties 1.
- Kansas law ends TANF for a family once an adult has received 24 months, counting TANF from other states; a hardship extension can stretch that to 36 months, and never further 3.
- Single parents whose youngest child is 6 or older must take part in 30 hours a week of work activities, and a first refusal without good cause stops cash for three months 3.
- One motor vehicle is exempt from the resource test regardless of its value 7.
- Not cooperating with child support carries escalating penalties: three months, six months, one year, then 10 years without TANF 3.

Kansas law gives its TANF program no brand name. The statute calls it Temporary Assistance for Needy Families, and some older regulations use “TAF” 39. The program is run by the state. DCF eligibility staff decide cases and run the work program from local offices, and the rules come from two places. The Legislature wrote the time limit, the work hours, the sanctions and the drug-testing rules into K.S.A. 39-709, which was last amended in 2025 3. Benefit amounts and income rules sit in Article 4 of DCF’s regulations (K.A.R. 30-4) 15. DCF’s working manual, the Kansas Economic and Employment Services Manual, and its public program pages could not be opened for this review. Every figure here therefore comes from the statute and the regulations themselves.
How DCF builds a Kansas TANF check from two standards
A family’s maximum grant is the sum of two parts. The basic standard depends on how many people are in the assistance plan, and it includes $18 per person as an energy supplement. The shelter standard depends on which of four county groups you live in 1. Neither part has changed since the regulation took effect on March 1, 1997 1.
| Persons in plan | Basic standard | Group I (+$92) | Group II (+$97) | Group III (+$109) | Group IV (+$135) |
|---|---|---|---|---|---|
| 1 | $132 | $224 | $229 | $241 | $267 |
| 2 | $217 | $309 | $314 | $326 | $352 |
| 3 | $294 | $386 | $391 | $403 | $429 |
| 4 | $362 | $454 | $459 | $471 | $497 |

Totals are basic plus shelter standard. The regulation text available online lists basic standards only for one to four people. For larger families, ask DCF for its current chart 1.
Which column applies depends on your county 1:
- Group IV ($135): Douglas, Harvey and Johnson.
- Group III ($109): Butler, Jefferson, Leavenworth, McPherson, Miami, Osage, Reno, Rice, Riley, Sedgwick, Shawnee and Wyandotte.
- Group II ($97): Franklin, Gray, Kiowa, Morton, Pawnee, Seward and Sherman.
- Group I ($92): the other 83 counties, including Finney, Ford, Geary, Lyon, Montgomery and Saline.
If someone who is not in the plan shares your home, DCF cuts the shelter standard. The cut is 40% for a three-person plan, 60% for one person and 50% for two. There are exceptions: the cut does not apply when the other person is a commercial landlord or tenant, when you live in a shelter or treatment facility, or when the other person is an SSI recipient whose benefit is already reduced 2. By the regulation’s arithmetic, a parent with two children who lives with a relative outside the plan gets at most $349 in a Group I county and $375 in a Group IV county 21. The grant is rounded down to the dollar, and the first month is prorated from the application date. If the amount comes to less than $10, nothing is paid, but the case stays open 10.
Counting earnings: the $90 and 60% disregards
DCF subtracts your countable income from the standard, and the difference is your grant 5. From gross earnings it first deducts $90 for each employed person, plus reasonable costs of child care or of caring for an incapacitated household member. A further 60% of the remaining earnings is ignored, but only for current recipients and for applicants who received TANF in one of the four previous months 5.
The difference is large. Take a parent with two children in Sedgwick County (Group III, $403) who earns $800 a month and pays no child care. A current recipient has $284 counted ($800 − $90 = $710, less 60%), so the grant is $119. A new applicant has the full $710 counted, which is more than $403, so the family is not eligible 51. Self-employed workers can take a standard 25% deduction for business costs or document their actual costs 5.
What a Kansas family can own
Kansas does not set its own dollar figure for TANF resources. K.A.R. 30-4-107 caps nonexempt property at the amount set under the federal food assistance statute (7 U.S.C. 2014). DCF applies the current dollar figure from its manual, which could not be verified here 6. If real estate puts you over the limit, assistance can continue for up to nine months while you make a documented effort to sell it 6.
Several things are exempt 73:
- one motor vehicle, regardless of its value, plus any other vehicle used mainly to earn income;
- household goods, personal effects and tools;
- the cash value of life insurance;
- 529 education savings plans, including Learning Quest;
- HUD Family Self-Sufficiency escrow accounts.
Boats, RVs, ATVs and personal watercraft count against the limit 7.
The 24-month clock and the hardship route to 36
Under K.S.A. 39-709(b)(3), a family cannot get TANF once any adult in it has received 24 months of assistance since October 1, 1996. TANF months from other states count toward the 24 3. DCF may extend that to 36 months, but no further, if an adult 34:
- is caring for a disabled family member in the household;
- has a disability that rules out long-term employment or requires substantial rehabilitation;
- needs more time to overcome domestic violence or sexual assault;
- is working with DCF prevention and protection services under an open social service plan;
- has another extreme hardship, as decided by DCF’s executive review team by the 24th month.
The federal rule is looser: it allows 60 cumulative months 14. In Kansas the state limit is reached first.
Work program rules written into Kansas law
All adults applying for TANF must start DCF’s work program assessment, and they must finish at least one module before the case can be approved. There are exceptions, for example if you work at least 20 hours a week, are in Job Corps or already completed the assessment within the last 12 months 3. After approval, the statute sets the hours 3:
- One-parent home, youngest child 6 or older: 30 hours a week, at least 20 of them in primary activities such as employment, job search, vocational education or work experience.
- One-parent home, child under 6: 20 hours a week in a primary activity.
- Two-parent home: 55 hours a week combined, or 35 if the family does not get DCF-paid child care.
A parent caring for a baby is exempt only until the child is 3 months old. That exemption is not available to a parent under 20 who has no diploma or GED, or when another capable parent is in the home 38. DCF pays for transportation, child care, tuition, books and fees that your plan requires. It can also cover job-retention costs after the case closes 8.
Refusing work activities, a job offer or a job without good cause makes the whole mandatory filing unit ineligible. The penalty is three months for the first refusal, six months for the second, one year for the third and 10 years for the fourth. Each penalty also requires full cooperation before benefits return 38. Good cause includes no available child care for a child under 6, a daily round-trip commute of more than two hours, domestic violence, and the month a pregnancy ended plus the two months after 8.
Kansas also drug-tests applicants and recipients when DCF has reasonable suspicion. A first positive test requires substance abuse treatment and a job skills program. A second positive test ends cash for 12 months or until both programs are finished, whichever is later. A third positive test ends cash permanently 3. In each case the children’s benefit goes to a protective payee 3.
Diversion payment and the work incentive payment
The diversion payment is a one-time lump sum for a family that has never received Kansas TANF or a diversion payment. At least one adult must have a job or a valid job offer, and the family must document a crisis that threatens that job. No adult in the family can receive SSI 5. The regulation leaves the amount to DCF policy, and DCF’s manual could not be opened to confirm it. There is a trade-off. If the family later needs monthly TANF, its limit is 18 months, or 30 with a hardship extension, instead of 24 and 36 4.
The work incentive payment is for families whose earnings push them over the TANF standard. Instead of being cut off at once, they keep getting a monthly payment for five months from the date they become ineligible 5.
Child support: automatic assignment and escalating penalties
When you apply for TANF, Kansas law treats you as having assigned all past, present and future child support to the state. You do not have to sign anything 3. A mother must name the child’s father and give his address if she knows it, unless a hardship exception applies 3. You are also expected to attend child support appointments, testify when needed and forward any support paid to you directly 15. A parent who does not cooperate loses TANF for three months, then six months, then one year, then 10 years, and must cooperate before eligibility returns 3.
Applying for Kansas TANF, step by step
Gather your documents
You will need Social Security numbers for everyone, proof of Kansas residence, immigration papers if any, pay stubs, child support records, and statements for bank accounts and any second vehicle. If you do not provide a Social Security number, or apply for one, you are ineligible 315.
Apply through the DCF Self-Service Portal
One application covers TANF cash, food assistance and child care. Someone you authorize can file for you, and DCF accepts telephonic signatures 11.
Complete the required interview
Kansas requires an interview for every TANF application 11.
Start the work program assessment
Finish at least one module while your application is pending unless an exception applies 3.
Ask about the diversion payment before approval
if you are working and a car repair, rent crisis or similar problem threatens your job. Weigh it against the shorter 18-month limit that follows 54.
Use the card only where the law allows
TANF cannot be spent in liquor stores, casinos, tattoo parlors, nail salons or other listed businesses, or at any point of sale outside Kansas 3.
Appeal in writing within 30 days
Send your fair hearing request within 30 days of the notice date, plus three days if the notice was mailed 12. If you ask within the 10-day timely-notice period before a cut takes effect, benefits continue until the hearing officer decides. You may have to repay them if DCF wins 13.
