Kansas energy assistance: LIEAP, weatherization and the Cold Weather Rule (2026)
Kansas spends its federal LIHEAP grant through the Kansas Department for Children and Families (DCF), which runs the Low Income Energy Assistance Program (LIEAP) itself. LIEAP is a heating-only payment you apply for in a short winter window; the 2026 window ran January 20 to March 31, 2026. The Kansas Housing Resources Corporation (KHRC) runs weatherization through four regional providers.
Figures apply to 2026 LIEAP season (FFY 2026 LIHEAP State Plan)

Key takeaways
- LIEAP's 2026 income limit was 150% of poverty: $4,019 a month gross for a household of four, $688 more for each extra person 1.
- LIEAP is one heating payment a year, sent to your vendor; the FFY 2026 State Plan sets a $130 minimum and a $4,301 maximum 3.
- You can only apply during DCF's winter window. The 2026 window ran January 20 to 5 p.m. March 31, 2026, and DCF had not posted 2027 dates as of its last available page 12.
- Kansas has no cooling or summer LIEAP benefit; the FFY 2026 plan puts 0% of funds into cooling 3.
- Weatherization is a separate free service from KHRC, open to households at or below 200% of poverty and automatically to SSI, TANF and LIEAP recipients 37.
- From November 1 to March 31, KCC-regulated utilities cannot disconnect you when the 48-hour forecast is below 35°F, and you can spread overdue bills over 12 months 9.

Income limits
LIEAP: 150% of the federal poverty level, gross monthly income of everyone at the address (DCF's 2026 chart equals 150% of the 2025 HHS guidelines), effective 2026 LIEAP season (January 20 to March 31, 2026).1
| Household | 1 | 2 | 3 | 4 | 5 | 6 | 7 | 8 |
|---|---|---|---|---|---|---|---|---|
| Per month | $1,956 | $2,644 | $3,331 | $4,019 | $4,706 | $5,394 | $6,081 | $6,769 |
Add $688 for each person above 8. Households with a member on TANF, SNAP or SSI are treated as income eligible. Weatherization uses 200% of poverty.
Kansas is one of the states where the welfare agency, not a network of community action agencies, decides every LIHEAP case. The Kansas Department for Children and Families (DCF) calls the program the Low Income Energy Assistance Program (LIEAP) and pays a single heating benefit per household each year 1. The FFY 2026 LIHEAP State Plan budgets the grant as 65% heating assistance, 10% winter crisis assistance, 15% weatherization and 10% administration, with nothing for cooling 3. In 2025, more than 43,000 Kansas households received an average LIEAP payment of about $680 2.
Why DCF, not a community action agency, decides your LIEAP case
DCF runs heating and winter crisis assistance itself and has no local administering agencies for those parts of the program 3. You can drop off a LIEAP application at any DCF office. The applications are then processed centrally in one office in each of DCF’s four regions: Kansas City, Topeka, Garden City and Wichita 3. DCF sends each applicant a mailing address based on the county they live in, and it also accepts fax and online applications 3. LIEAP has its own call center, separate from SNAP and TANF 3.
Volunteer agencies help with outreach and with filling out the form: the plan names the Salvation Army, the American Red Cross, Area Agencies on Aging and county health departments 3. DCF also holds in-person application events during the season. For the 2025 season, DCF said Atmos Energy, Black Hills Energy, Evergy, Kansas Gas Service and Midwest Energy might attend events in their service areas 5. The only LIHEAP subrecipient in Kansas is the Kansas Housing Resources Corporation (KHRC), which receives 15% of the basic award for weatherization 3.
The 2026 LIEAP income chart: last year’s poverty guidelines, counted monthly
To qualify, an adult living at the address must be personally responsible for the heating costs, whether they are paid to a utility, a fuel supplier or the landlord 1. The combined gross income of everyone at the address, before deductions, must be at or below 150% of the federal poverty level 1. DCF publishes the limit as a monthly figure. For 2026 it was $1,956 for one person, $4,019 for four and $6,769 for eight 1.
DCF’s 2026 chart is 150% of the 2025 HHS poverty guidelines, not the 2026 ones. HHS set the 2025 guideline at $32,150 for a family of four, and 150% of that divided by 12 is $4,019 6. The 2026 guidelines raised the four-person figure to $33,000 6. If DCF moves to them for the 2027 season, 150% works out to about $4,125 a month for four. That is our calculation; DCF has not published a 2027 chart.
A household is treated as income eligible if a member receives TANF, SNAP or SSI. DCF pulls the income already verified in its shared eligibility system and checks SSI through an interface with the Social Security Administration 3. DCF counts LIEAP income the same way it does for TANF and SNAP 3. Renters in subsidized housing whose heat is included in the rent cannot get LIEAP 3.
How Kansas sizes the one-time LIEAP payment ($130 to $4,301)
Kansas does not publish its benefit matrix on the LIEAP page. It lists the factors instead: federal funding and the expected number of applicants, household income, the number of people at the address, the type of dwelling and the primary heating fuel 1. The State Plan adds that heating vendors are grouped into rate tiers based on a periodic rate survey 3. For FFY 2026 the plan estimates a minimum benefit of $130 and a maximum of $4,301 3. For comparison, the average payment was $645 in 2024 and about $680 in 2025 52.
The plan says Kansas does not give priority to older adults, people with disabilities or young children. Every eligible household that applies during the period is paid under the same matrix 3. DCF builds an estimate of the number of applicants into the matrix so the money is not first-come, first-served, and says Kansas has never run out of LIEAP funds before processing every application received in the season 1.
Other rules shape what you receive:
- One payment a year. LIEAP pays once per season. If money is left over, DCF may send a supplemental payment at the end of the season to households that already received a benefit, and it notifies those households 1.
- Paid to the vendor. DCF pays natural gas, electric and propane vendors directly and sends you a notice of the amount 3.
- Two bills allowed. The benefit can be split between two utilities if both accounts are in an adult household member’s name 1.
- Automatic renewal for some seniors. If everyone in the household is 62 or older and Social Security or KPERS is the only income, DCF may approve LIEAP for up to three years without a new application 13.
Shutoff notice or empty propane tank: LIEAP’s 48-hour and 18-hour track
Kansas has no separate crisis grant and no summer program. Winter crisis help runs on the same dates as the heating period (January 20 to March 31, 2026 for FFY 2026). The maximum crisis benefit is $4,301, the same as the heating maximum 3. In practice, a crisis case is a LIEAP application that DCF processes on a faster clock.
Under the plan, you are in a crisis if you have received a shutoff notice, have less than 15% fuel left in your tank, or have no fuel or energy to run your primary heating system 3. The 48-hour time frame covers households that have run out of fuel or are very low on it, or have a gas or electric disconnection scheduled within 48 hours 3. The 18-hour time frame covers households with a member who uses medical support equipment, such as a dialysis machine, oxygen concentrator or infant respiratory failure alarm, and whose primary heat is already off or will be shut off within 48 hours 3.
Outside the LIEAP period, DCF points people to United Way’s 2-1-1, the 1-800-CHILDREN line (1-800-244-5373) and their utility’s own payment options 1.
Filing a LIEAP application with DCF, step by step
Watch for the opening date
DCF’s page said the 2026 period had ended and that the next one would be announced when available 1. Kansas has opened as early as November 18 (2024) and, after the 2025 federal shutdown delayed funding, as late as January 20 (2026). Both periods closed at 5 p.m. on March 31 52.
Pick a channel
Apply online through the DCF Self-Service Portal during the open period. You can also get a paper application at a DCF Service Center or by calling 1-888-369-4777 14. Previous-year recipients usually get a mailing that tells them to apply 3.
Collect proof for every adult
You need identification and proof of earned and unearned income for everyone living in the home 12. Also gather copies of all fuel bills (gas, electric, propane), proof of child support received or the court order, and your lease if heat is included in the rent, the utility is in the landlord’s name or you live in subsidized housing 1.
Get every adult’s signature
All adults living at the address must sign the application 1. The heating account must be in an adult household member’s name, unless heat is paid through the rent 1.
Flag an emergency
If you have a disconnection notice, are nearly out of propane, or someone uses medical equipment, say so on the application or to the LIEAP call center. That puts you on the 48-hour or 18-hour track 3.
Read the notice
DCF sends a system-generated approval or denial notice with the benefit amount or the reason for denial. Your vendor records the LIEAP credit on your bill 3.
Weatherization through Kansas Housing Resources Corporation’s four providers
The Kansas Weatherization Assistance Program, run by KHRC, does not pay bills. After you apply, a specialist audits the home, crews install the measures, and a post-work audit checks the result 7. Work can include weather-stripping, caulking, wall, ceiling and floor insulation, lighting upgrades and furnace repair or replacement, all at no cost 7. LIHEAP money in this program can also replace a missing or broken air conditioner for older, disabled or medically at-risk homeowners. It can pay for temporary electric space heaters in a no-heat emergency and for do-it-yourself weatherization kits while you wait for full service 3.
The State Plan sets the income limit at 200% of the HHS poverty guidelines 3. Households receiving SSI, TANF or LIEAP are automatically income eligible 7. KHRC’s web page still shows a table labeled 2024-2025 with $53,000 for a household of four. That equals 200% of the 2021 guidelines; at 2026 guidelines, 200% is $66,000 for four 6. Ask your provider which year’s chart it is using. Renters qualify on the same income terms, but the owner must sign a Property Owner/Rental Property Agreement 3. Priority goes to people 60 and older, people with disabilities, and families with children 18 or under 3.

The KCC Cold Weather Rule, November 1 to March 31
Kansas has no statewide low-income utility rate. The statewide protection is the Kansas Corporation Commission’s Cold Weather Rule, in effect from November 1 through March 31 9. It covers residential customers of electric, natural gas and water utilities under KCC jurisdiction. Utilities outside KCC jurisdiction are not bound by it, so ask your utility whether the KCC regulates it 9. A covered utility cannot disconnect you when the forecast for the next 48 hours drops below 35°F. If a new forecast within that window falls below 35°F, the utility must wait for another 48-hour forecast above 35°F 9. DCF’s FFY 2026 State Plan describes the threshold as 37 degrees 3; the KCC’s own page is the current statement of the rule.
The rule does not erase debt. To avoid disconnection on warmer days, or to get service reconnected at any temperature, you must make a payment arrangement. The standard option is 1/12 of the overdue amount plus 1/12 of the current bill, along with any disconnection and reconnection fees and deposit. You then pay the rest in equal payments over the next 11 months while paying new bills in full 9. Utilities must give 10 days’ written notice before disconnecting and try to reach you by phone or in person the day before 9. Questions go to the KCC at (800) 662-0027 9.
Appealing a LIEAP denial to the Office of Administrative Hearings
If DCF denies your application or does not act on it in time, you can ask for a fair hearing. The request must be in writing and must reach DCF or the Kansas Office of Administrative Hearings within 90 days of your application date 3. Hearings are usually held within 45 days of the request, usually by phone, before a presiding officer from the Office of Administrative Hearings. You get at least 10 days’ notice of the hearing 3. DCF offers a prehearing conference to try to settle the issue first, and taking it does not give up your right to the hearing 3. DCF reviews every appealed case before the hearing and corrects processing errors it finds 3. Appeal rights are printed on the ES-3500 application and on every approval, denial and request for information 3.
