Oklahoma energy and utility bill assistance: LIHEAP, ECAP and weatherization (2026-27)

Oklahoma Human Services (OKDHS) decides LIHEAP eligibility itself and pays utilities directly, with no community action agency in between for bill help. It opens three short application windows a year on OKDHSLive.org (winter heating in January, the Energy Crisis Assistance Program in mid-April, summer cooling in July) and caps income at 130% of the federal poverty guidelines, below the 150% most states use.

Income limits

Oklahoma LIHEAP (winter heating, summer cooling and ECAP): 130% of the federal poverty guidelines (maximum gross monthly income), effective October 1, 2026 (OKDHS Appendix C-7).2

Oklahoma LIHEAP (winter heating, summer cooling and ECAP) income limits by household size

Per month$1,729$2,345$2,960$3,575$4,191$4,806$5,421$6,037

Add $616 for each person above 8. Applies to FFY 2027 application windows. The 2026 heating, crisis and cooling windows used the earlier chart ($3,483 a month for four). Weatherization uses 200% of poverty ($66,000 a year for four).

Oklahoma Human Services (OKDHS) runs the federal Low Income Home Energy Assistance Program (LIHEAP) as three separate application windows, not as a year-round service: winter heating, the Energy Crisis Assistance Program (ECAP) and summer cooling 1. In the FFY 2026 State Plan, OKDHS set aside 37% of its LIHEAP grant for heating, 36% for cooling, 10% for year-round crisis help and only 2% for weatherization. Another 10% was held over to the next federal fiscal year 4. Each window stays open only until its money is committed 1.

Why OKDHS, not a local agency, decides Oklahoma LIHEAP cases

In Oklahoma, a centralized OKDHS energy assistance unit determines eligibility for heating, cooling and crisis help and pays gas, electric and bulk-fuel vendors itself 4. Community action agencies handle only weatherization, under contract with the Oklahoma Department of Commerce 4. For bill help, there is no local provider to locate: you apply on OKDHSLive.org, or call an OKDHS county office for help submitting the online form. You can also ask by phone for a paper application (Form 08LH002E), which comes with a postage-paid envelope 10.

Some households are pre-authorized and need not apply: those on SNAP, TANF, State Supplemental Payment or Child Care Subsidy all 12 months of the last federal fiscal year who got the same LIHEAP component last year with the same address and members 79. Pre-authorization never covers both heating and cooling in one October-to-September year 7.

Tribal citizens can apply through OKDHS or their tribe, but not receive the same component from both in one year 1.

Oklahoma’s 130% gross test and the $240 earned income deduction

Oklahoma sets every bill-paying component at 130% of the HHS poverty guidelines, and the test uses gross monthly income 4. OKDHS Appendix C-7, dated October 1, 2026, moves the limits to the 2026 guidelines: $1,729 a month for one person, $3,575 for four and $6,037 for eight, plus $616 for each extra person 2. For four people, $3,575 a month comes to $42,900 a year. The 2026 heating, ECAP and cooling windows used the previous chart, which allowed $3,483 a month for four 9.

Passing the gross test only gets you in. Your benefit is set by net income after deductions 5. OKDHS subtracts $240 from the gross earnings of each employed household member 2. It also deducts verified unreimbursed medical costs paid by people 60 and older or with a disability, and legally binding child support paid out. A Child Care Subsidy copayment is deducted too 5. Self-employed applicants who had business costs take 50% off gross self-employment income before the gross test is applied 5.

OKDHS counts income received in the application month and excludes SNAP, student aid, EITC refunds, FEMA aid and HUD subsidies 5. If someone else pays your utility bill directly and does not live with you, the household is not eligible 1.

Winter heating payments by fuel, household size and net income

The winter heating payment is a one-time amount sent to the supplier of your main heat source 7. OKDHS Appendix C-7-A sets the matrix below. The FFY 2026 State Plan lists the same $40 to $500 range for heating 34.

Oklahoma LIHEAP winter heating benefit by monthly net income (OKDHS Appendix C-7-A)
Fuel or living arrangement Net income 1-3 people 4-6 people 7+ people
Natural gas, electricity, wood or coal $0-$400 $365 $402 $430
Natural gas, electricity, wood or coal $401-$700 $265 $292 $312
Natural gas, electricity, wood or coal $701 to income limit $235 $259 $277
Propane, kerosene or heating oil $0-$400 $425 $468 $500
Propane, kerosene or heating oil $401-$700 $350 $385 $412
Propane, kerosene or heating oil $701 to income limit $280 $308 $330
Renter, heat included in rent $0-$400 $150 $165 $180
Renter, heat included in rent $401-$700 $110 $120 $135
Renter, heat included in rent $701 to income limit $100 $110 $125

Scroll the table sideways to see every column.

Roomers with heat in the rent receive $40 to $70, for a one- to three-person household only 3. OKDHS says amounts may be adjusted to the funding it actually receives 3.

Example: a family of four heating with natural gas has one wage earner grossing $3,000 a month. That passes the $3,575 test. After the $240 deduction, net income is $2,760, which falls in the top band, so the payment is $259 23.

The payment covers current charges, deposits and reconnection fees, but not water, sewer or trash charges, propane tank fees, repairs or new equipment. Old balances from a previous account are paid only if you moved because of domestic violence and can show proof 7. If heat is built into your rent, show the utility share with a landlord statement, lease or rent receipt; the payment then comes to you 7.

Summer cooling: $385 to $650, or $150 toward a fan or window unit

Summer cooling depends only on household size and net income. A single person receives $500 with net income up to $700 and $385 above that. Households of two or more receive $650 or $425 3. Renters with cooling in the rent receive the same amounts as households billed directly 8.

Instead, you can be reimbursed up to $150 for buying or repairing a fan or window air conditioner. The receipt must fall within 30 days of the start of the cooling window. Choosing this option means no bill payment that summer 38. Whole-house central air work goes through weatherization, not LIHEAP 4.

ECAP in mid-April and Oklahoma’s year-round life-threatening line

ECAP pays only to stop a disconnection, restore or start service, or buy a minimum fuel delivery 6. You need a documented crisis: an active cutoff order, a disconnection, a new-connection fee, a prepaid balance under $25, a payment plan made to avoid cutoff, or a fuel supplier’s refusal to deliver with your tank at 10% or less (25% in a life-threatening case) 6. You must also explain the short-term event that forced a choice between the energy bill and food, medical costs or children’s clothing 6.

The benefit is the smallest amount that resolves the crisis for at least a month, up to $750 per federal fiscal year across all ECAP applications 36. If more than $750 is owed, OKDHS approves the payment only if you show how the rest will be covered 4. When money is short, cutoffs within 72 hours come first, along with homes that have someone 60 or older, blind or disabled, or a child under 5 6.

The rule still says March, but the 2026 ECAP window opened April 14 16. Outside it, OKDHS takes phone referrals at (405) 522-5050 in two cases 1. The first is life-saving medical equipment that runs on electricity and has no battery backup, documented by a health care professional’s statement from the last 60 days. The second is a heat index of 101°F or more, or forecast lows of 32°F by day or 20°F at night, for someone with a pre-existing condition 6. Life-threatening cases must be decided within 18 hours of the request and other crises within 48 hours of a complete application 6.

Applying for Oklahoma LIHEAP on OKDHSLive during an open window

  1. Watch for the window

OKDHS posts expected dates on its LIHEAP page. For FFY 2026 they were January 6 (heating), April 14 (ECAP) and July 14 (cooling) 1. FFY 2027 dates had not been posted as of October 20, 2026. When a window opens, OKDHSLive shows a red “Apply for Energy Assistance” banner 1.

  2. Check for a pre-authorization notice

Pre-authorized households are notified and do not apply; others notified by text should apply online 9.

  3. Gather the documents

You need your most recent bill for the main heating or cooling source, with the account details exactly as printed. You also need ID, Social Security numbers and proof of income for everyone who shares the meter 9. Everyone on the same meter must apply together as one household 1.

  4. Apply online, by phone or by mail

Submit on OKDHSLive.org, or call an OKDHS county office for help with the online form. You can also ask for Form 08LH002E and return it by email, fax or mail 10.

  5. Report a move

If you move after applying, you do not reapply. Report the new service address to an OKDHS county office within 10 days 10.

  6. Wait for the notice

Heating and cooling are not emergency programs; processing takes up to 60 days 1. OKDHS mails a payment notice when it pays your supplier, usually within a week of approval 4.

  7. Appeal within 30 days

If you are denied or OKDHS does not act, you have 30 days from the notice to request a fair hearing. Ask at your local OKDHS office or call the energy assistance contact center 4. OKDHS reported 12 hearings in the prior year and no reversals 4.

Weatherization through the Department of Commerce and regional providers

The Weatherization Assistance Program is a free audit and repair service for owners and renters, not bill help. The Oklahoma Department of Commerce funds it with U.S. Department of Energy money and part of the LIHEAP grant, through eight nonprofit providers covering all 77 counties; Commerce notes some counties went unserved in recent years 11. For April 1, 2026 to March 30, 2027, the income limit is 200% of poverty: $31,920 a year for one person and $66,000 for four 12.

Priority goes to people 60 and older, people with disabilities, families with children, and high energy users or households with high energy burden 11. LIHEAP-funded jobs also favor households that received bill payment help 4. A renter’s landlord must sign an agreement not to raise the rent or evict without legal cause for 36 months after the work 4. The LIHEAP-funded portion uses an average cost per unit of $9,500 4. Apply at ok.mywaplink.org or call 405-949-1495 for your regional provider 11. Commerce publishes no waitlist figures.

Oklahoma Corporation Commission shutoff limits and the OG&E credit

Oklahoma has no statewide low-income utility rate. Its statewide protections are Oklahoma Corporation Commission rules for regulated electric and gas utilities, which do not reach every municipal system or cooperative.

  • Weather. A utility may not disconnect electric or gas service used for heat if the National Weather Service forecasts temperatures below 32°F in the next 24 hours. It may not disconnect electric service used for cooling when the forecast or actual heat index is 101°F or higher 1314.
  • Pending assistance. If you tell the utility you have applied for help from a social service agency, such as a LIHEAP or ECAP application, the utility must delay disconnection at least 20 days from the shutoff notice. It may ask for verification 13.
  • Payment plans. The utility must offer a deferred payment agreement before disconnecting, and it may not cut off a customer who signs one before the shutoff day 13.
  • Medical certificate. A doctor-signed Medical Certificate for life-sustaining equipment stops disconnection for 30 days. It can be extended once for another 30 days 1314.

OG&E runs one discount tied to LIHEAP. Its Low-Income Assistance Program gives Oklahoma customers who qualify for LIHEAP through OKDHS a $13 monthly bill credit 15. Compare other states’ limits on the energy and utility assistance page.
